CM reviews Municipal Development Project with officials
Chief Minister N Kiran Kumar Reddy on Friday reviewed the AP Municipal Development Project --the World Bank (IBRD) Aided Project --with Minister and officials at Secretariat.
The Project is to be implemented by July 31, 2015 and the Project is to be completed by Dec 31, 2015. The Chief Minister asked the officials to work out project-wise details and the financial commitments and capacity of each urban local body, the State share etc. to implement these projects.
The Project Objective is to improve the Basic Urban Infrastructure Services at the Urban Local Bodies (ULBs) and to enhance the State and local capacity to sustain the improvements.
Total Project Cost is $350 Million (Rs 1670 Crores), total World Bank Financing - $300 Million (Rs.1432 Crores), Government of Andhra Pradesh Share -$19.4 Million (Rs. 93 Crores), ULB Share - $30.6 Million (Rs.146 Crores).
The Sub Projects approved in the 1st Year Procurement Plan are: Palasa Kasibugga Municipality (Srikakulam), Markapur Municipality (Prakasam), Guntur Corporation (Guntur), Malkajgiri Municipality (Ranga Reddy), Armoor Municipality (Nizamabad), Kurnool Corporation (Kurnool), Vijayanagaram Municipality (Vijayanagaram), Kakinada Corporation (East Godavari), Manuguru Municipality (Khammam), Ananthapur Corporation (Ananthapur), Chittoor Municipality (Chittoor), Badvel Municipality (Kadapa)------all Water Supply and Nellore Corporation ----Water Supply, Sanitation and Wastewater Management.
The Expected Outcomes are increase in provision of basic services by ULBs like water supply and sewerage system, greater accountability of ULBs to citizens, positive impact of social inclusions by responses under Citizen’s Charters, Improved accounting by timely accurate reporting to and by ULB management, Increased capital expenditure as proportion of total expenditure and Increased tax and revenue collection in more ULBs.

2011/12/16 7:49:54 The elections for the local bodies including municipalities and municipal corporations would be held by March 31.
This was announced by Municipal Administration and Urban Development Minister M Maheedhar Reddy while talking to reporters on the sidelines of two-days Collectors Conference at Jubilee Hall here on Thursday. He said that the government has decided to conduct the elections for all local bodies by March 31. However, he said that the government was not ready to conduct simultaneous elections for newly formed municipalities with the existing ones due to some technical reasons.
The Minister said that the government would make a detailed announcement in this regard in the next three to four days after convening a meeting with the officials concerned. (INN)
Said to be notorious for its activities like bootlegging, the Dhoolpet area will receive a face-lift soon.
Municipal Administration Minister M Mahidhar Reddy on Monday informed that Rs 18 crore has been allotted for the development of Dhoolpet area.
The Minister, in an exclusive interview with INN, said that works to improve the drainage system and lay storm water pipes has already started at a cost of Rs 4 crore.
Similarly, Rs 900 crore has been spent so far to lay 100 KM pipeline for bringing the Godavari waters to the city, Mr Mahidhar Reddy disclosed. The total length of the pipeline is said to be 180 km, which would cost Rs 2000 crore.
The Minister also made it clear that the enumeration work pertaining to the BC population which was entrusted to the Municipal Staff would be completed by June 1, and the list would be finalized by the end of that month.
Out of the 108 municipalities, 85 were due for elections and out of 16 Corporations 10 were due for elections, he said.
The polls would be held in September first week allowing 34 percent for BCs, 11 percent for SC and ST population. There is no specific quota for minorities, the Minister revealed.
Referring to the criticism against Chief Minister N Kiran Kumar Reddy’s rule, the Minister said that some vested interests were creating scenes for political mileage.
“As a matter of fact, he (Mr Kiran Kumar Reddy) has been doing a good job, holding daily reviews on different subjects and meetings connected to the welfare of the poor, etc,” he said.
Officials directed to finalise draft plan on job generation
2011/7/25 4:08:49 Chief Minister N Kiran Kumar Reddy on Monday directed senior officials of the key departments of the state government to prepare a comprehensive draft plan for providing 15 lakh jobs in the next three years under Rajiv Education and Employment Mission and submit it by Tuesday.
“There should be a Mission and Five Sub-Missions which should have District Core Centres,” the Chief Minister told the officials.
The Chief Minister was speaking during a review meeting over the preparatory work of the Rajiv Education and Employment Mission with Minister for Finance Anam Ramnarayana Reddy, Minister for Labour and Employment Danam Nagender, Minister for Rural Development D Manikya Vara Prasad, Chief Secretary SV Prasad and other senior officials of various key departments like Rural Development, Labour and Employment etc at the Secretariat.
Addressing the gathering of Ministers and officials, the Chief Minister has said that while preparing the detailed and comprehensive plan, that it should be afresh and integrate and converge the educational curricula, training, skill development and employability and duplication should not be there.
He has also asked the officials to work out the existing training and skill development infrastructure with various departments and the future infrastructure for this Mission.
The Chief Minister informed that it is important of picking up a correct candidate for skill development and these candidates should be identified by a correct procedure. “Our curricula in the educational institutes to be finalized in coordination with the industry and other allied sectors. Low-skill or No-skill persons to be identified and right skill development training may be imparted to suit the industry” the Chief Minister added.
Mr Kiran Kumar Reddy said that the key departments like Education, Rural Development, Municipal Administration, SC Corporation, BC Corporation, Technical Education, Institute of Electronic Governance, Jawahar Knowledge Centres, Employment and Training, Industrial Sectors like Pharma, IT and C, Construction, Healthcare, Bio-technology, Hospitality, Tourism, Textiles, Automobiles etc., may be synchronized for preparing the draft plan of “Rajiv Education and Employment Mission.”
The training and skill development should suit the industry and to make the youth self employable. This should be to enhance the employability of the youth in vocational areas through training and to create awareness of the employment opportunities and training programmes, he added.
Employment and Training Secretary D Srinivasulu, Finance Secretary Premachandra Reddy, Labour and Employment Commissioner Chandravadan, and other senior officials of key departments also attended.(INN)

2011/12/9 4:28:05 State Government is planning to conduct Municipal elections in two phases between February and March next year. During the first phase it is planning to conduct elections for old Municipalities and in the second phase for newly upgraded Municipalities. Minister Mahidar Reddy had a meeting with the concerned officials on Thursday and asked them to prepare for the elections accordingly.
Since, the cabinet is planning to disqualify the 16 MLAs of Jagan followers in the Government and to go for by-elections, it might be planning to strengthen its cadres at grassroots level by holding the Municipal elections prior to facing by-elections.
2011/10/2 6:28:55 Revenue Minister N Raghuveera Reddy on Sunday expressed ire over the slow progress in implementation of Handri-Neeva Sujala Sravanthi project, which provides irrigation facility to four districts in the Rayalaseema region.
Reviewing the implementation of project works with Primary Education Minister S Sailajanath, MP Venkataram Reddy and engineering officials concerned at the district office, Raghuveera Reddy advised the officials to solve the local problems related to irrigation dam by discussing them with the people. He said that he would directly visit Handri-Neeva Sujala Sravanthi project site to find the exact reasons for delay in the implementation of project.
Admitting that there were teething troubles in the first phase of implementation of project works, Raghuveera reddy said if they overcome problems then the project would provide irrigation facilities to six lakh acres in all the four Rayalaseema districts besides providing drinking water to 33 lakh people by December this year.
Raghuveera Reddy also admitted that the power generation in the state has come down drastically due to ongoing employees general strike in the Telangana region. If the farmers failed to get power for agriculture operations, it is responsibility of employees who are supporting the Telangana agitation, he pointed out.
Stating the Centre has to come out with an early decision on Telangana, he appealed to the employees to withdraw their agitation considering the people’s interests. (INN)
2012/2/6 13:59:56 The ugly looking cables and electric poles will soon vanish from the twin cities of Hyderabad and Secunderabad.
The Greater Hyderabad Municipal Corporation has come out with an ambitious plan to lay underground cables on roads stretched across 840 kilometres. The underground cabling would be done through a specially designed tunnel which will also accommodate water pipelines. However, the works would be complete in different phases. Under the Phase-I, underground cables would be laid on roads spread across 170 kilometres in the GHMC limits at a cost of nearly Rs 700 crore.
Talking to reporters after holding a meeting with the officials of APCPCDL, HMWS&SB, telecom and cable operators, GHMC Commissioner MT Krishna Babu said that the roads to be covered under the first phase have already been identified and the works would be completed within three years. Once the underground cabling is done, no department would be allowed to dig or cut the roads for the next five year.
On a pilot basis, the underground cabling would be done on a stretch of 3.2 kilometres from Charminar to Falaknuma and on 4.25 km stretch from Indira park to Nallakunta. The pilot project would be completed within the next eight months. A consultant from Mumbai has been hired for the project. However, the GHMC would be taking a formal approval from the Standing Committee to execute the project.
Krishna Babu said that the model has been successfully executed in several metros including Mumbai, Chennai and Kolkotta. The project would be extended to all colonies in the GHMC limits at a later stage. Further details would be worked out in the next meeting to be held on next Friday, the Commissioner said.
The GHMC Commissioner informed that re-modeling of roads on a 100 kilometre stretch would be done before the Biodiversity Summit to be held in October this year. Ministers from 193 countries are likely to participate in the event. The State Government has already sanctioned Rs 200 crore for the project and another Rs 800 crore has been sought from the Centre to carryout works related to Biodiversity Summit. He said a committee led by Municipal Administration and Urban Development principal secretary Sam Bob would be monitoring the works related to the summit.
Krishna Babu said the stretch from JNTU to Malaysian Township would be developed as the Road Corridor. However, an approval would be required from the Standing Committee to initiate the project.
The GHMC Commissioner also informed that as against the target of Rs 650 crore, the GHMC has so far collected Property Tax of Rs 410 crore. He said weekly review meetings were being held to hasten up the process of tax collection to meet the target. (INN)

GHMC Mayor Banda Karthika Reddy on Thursday convened a meeting with the senior officials to review the arrangements. As thousands of Muslims sacrifice animals on the Bakrid, Deputy Mayor Jaffer Hussain Meraj has asked the officials to take up the measures for prompt lifting of the animal waste.
Accordingly, in addition to the regular fleet, it has been decided to engage five front-end-loaders, seven skid-steer loaders, 18 JCBs and 25 tonner, 10 tonners and 6 tonner tippers at an estimated cost of Rs 20 lakh.
Further, a trenching ground has been prepared at Jawaharnagar dumping yard for disposal of the animal waste. The additional lifting of waste will be done for three days from November 7. (INN)
Pranahita-Chevalla pact not linked to Telangana: Sridhar Babu
2012/5/7 3:59:28 Hyderabad, May 7 (INN): Civil Supplies Minister D Sridhar Babu on Monday dismissed the allegations of opposition parties that the State Government has reached the pact with the Maharashtra Government for the construction of Pranahita-Chevella Project under the special package of backward areas development.
Talking to media persons at Congress Legislature Party office, Sridhar Babu said that there was no connection between the special package and Telangana State issue and the project was taken up to provide irrigation facility to seven districts in the region. He advised the opposition not to look the development projects with suspicion and criticise the government.
Sridhar Babu said that the government has taken up the project with an aim to provide irrigation facility to about 16.40 lakh acres in seven districts in the Telangana region.
Hailing Chief Minister N Kiran Kumar Reddy for the pact with Maharashtra Government, he said that 40 TMC of water under the project would be used to provide drinking water facility and 16 TMC would be provided to industries in the region. He said that the government was holding consultations with Transco officials to lift water from the project.
Stating that about 57 percent of funds have been sanctioned by Prime Minister Dr Manmohan Singh, he said that government was making all efforts to get the National Project status to the project soon with the Centre.
Stating the Telangana Rashtra Samithi was against development in the region, he said that TRS wants to improve its numbers in the legislative bodies in the name of agitation. He also dismissed media reports that only MPs from the region were making efforts towards Telangana and Ministers and MLAs were not doing anything for the statehood. He said that all of them were making united efforts in the party towards achieving statehood for the region.

2012/4/27 5:38:46 Hyderabad, April 27 (INN): Former minister P Shankar Rao on Friday raised serious objection over the government officials laying foundation stone for the construction of Hyderabad Metro Rail project without inviting the elected representatives.
Talking to media persons at Congress Legislature Party Office, Shankar Rao alleged that the officials have violated the protocol by laying foundation stone for metro project without sending the invitations to 23 MLAs, 3 MPs and 150 corporators under the Greater Hyderabad Municipal Corporation limits.
Shankar Rao said that he would move a privilege motion against the State Government in the House for violation of elected representatives’ rights and for violation of protocol.
Stating that it would send wrong message among the people in the state, he said that he would appeal to Assembly Speaker to protect the rights of MLAs.
He said that he would also bring this notice to the Congress high command and seek explanation from the government.
2011/7/27 10:54:51 Greater Hyderabad Municipal Corporation Commissioner MT Krishna Babu on Wednesday visited the RDF Power Project site which is proposed to commence its operations by the end of October, 2011.
The GHMC Commissioner’s visit came about on the request of RDF Power Projects Ltd. The company is working power project which would use 700 MT of Municipal Solid Waste per day of GHMC and produce 11 MW of Power.
The plant to produce 11 MW power is being constructed near Chinnarevulapally, Bibinagar, Nalgonda District. This is at a distance of 44.5 KM from Hyderabad.

The Minister, MP, MLAs and other leaders brought to the notice of the Chief Minister the pending issues of the area like funds requirement for the work already completed under JNNURM, Restoration of Roads damaged due to sewerage works, release of State Government share due to cost enhancement in the housing scheme, acquiring of Gollapudi land under 60:40 ratio for left over JNNURM/RAY (Rajiv Awaaz Yojana), Housing--escalation cost of ULB share from the A.P. State Housing Corporation under Urban Indiramma etc.
The Chief Minister directed the finance department to release the urgently required funds for the completed works after due inspection and also to initiate action to acquire the Gollapudi land under 60:40 ratio which will help the farmers as well as the Government.
The Vijayawada Municipal Corporation Commissioner G Ravi Babu said that due to paucity of funds under JNNRUM, new proposals were made in the three constituencies for restoration of roads to a total length of 46.90 kms wherein the Under Ground Drainage and Water Supply lines are laid and the roads were badly damaged. These works were not taken up due to non availability of funds under JNNURM.
The Public representatives requested the Chief Minister to release Rs.25.40 crores to Vijayawada Municipal Corporation as a special grant for taking up and early completion of restoration of remaining roads. The Chief Minister assured to release the urgently required funds. (INN)
2011/12/1 14:35:25 All opposition parties on Thursday staged a walkout from the State Legislative Council in protest against the hike in property tax in municipalities and municipal corporations.
Earlier, replying to a query submitted by MLCs Pogaku Yadagiri, SV Satish Kumar Reddy and Chereupally Seetha Ramulu, Municipal Administration and Urban Development Minister M Maheedhar Reddy admitted that the ceiling limit on increase on property taxes has been lifted in municipalities and municipal corporations. However, he denied that the hike was abnormal in both residential and non-residential areas.
Speaking on the issue, MLC Satish Kumar Reddy said that several municipalities and municipal corporations have increased the property taxes by 100 to 500 per cent. He accused the government of burdening the common man by increasing the taxes. However, the minister clarified that the state government had no role in the property tax hike as the subject was under the jurisdiction of the local bodies.
Not convinced with the minister's reply the members belonging to the TDP, CPI, CPM and TRS staged a walk out from the council in protest. (INN)
2011/11/27 9:08:30 New Delhi, Nov 27 (IANS) The Delhi State Industrial and Infrastructure Development Corp (DSIIDC) has earmarked Rs.268 crore for the development of four major industrial estates in the capital.
The four estates are in Okhla, Patparganj, Bawana and Narela. Of these, work has been awarded in Bawana and Narela.
The Municipal Corporation of Delhi (MCD) and Delhi Development Authority (DDA) are expected to transfer their respective industrial estates to DSIIDC within the next few months.
According to chairman and managing director Chetan Sanghi, it has been estimated that Rs.1,300 crore of initial infrastructure investment will be required over the next five years.
To begin with, an industrial development fund has been created with Rs.74 crore as seed capital.
In order to encourage non-polluting small and medium industries in Delhi, the DSIIDC is setting up a very large multi-level manufacturing hub in northwest Delhi which will be located on an area of 150 acres.
2011/10/30 5:39:52 North Andhra Political Joint Action Committee on Sunday demanded that the State Government immediately initiate the construction of Polavaram multi-purpose irrigation project.
Addressing a day-long cycle rally near Greater Visakhapatnam Municipal Corporation's Gandhi statue, NA-JAC convenor Rama Rao said that the Polavaram would not harm anyone in the State. He rubbished the claims of Telangana Rashtra Samithi and other political groups who claimed that the project would affect the Telangana region.
Stating that the Polavaram project would benefit thousands of farmers in the north Andhra districts, Rama Rao demanded that the government should take immediate measures to resolve the controversies surrounding the project. Requesting the political parties not to politicise the project, he said the construction of the project should be resumed immediately. (INN)

2011/10/22 4:43:02 The State Government has roped in nine organisations as partners to impart training-cum-placement for youth under Rajiv Yuva Kiranalu as a part of Mission for Elimination of Poverty in Municipal Areas (MEPMA).
Talking to reporters after signing the MoU at the State Secretariat, Municipal Administration and Urban Development Minister M Maheedhar Reddy said that with the addition of nine new partners, the government would be able to achieve its target of recruiting 15 lakh youth. Of them, nearly 4 lakh youth will recruited by the end of 2014-15. The minister informed that as part of MEPMA, so far 2.56 lakh SHGs, 7,228 SLFs and 87 TLFs have been formed.
In addition to the existing 20 partners who include institutions like Dr Reddys Foundation, National Academy of Construction and Mahindra Satyam, nine more partners including SETWIN and Andhra Mahila Sabha have been included in the scheme. The scheme facilitates placement linked skill trainings to the urban youth in the sectors where there is potential for placement in the concerned urban areas.
The Minsiter said that so far, MEPMA trained 1.40 lakh youth and of them, 1.05 lakh have already been recruited. The target for the year 2011-12 is placement of one lakh. He reiterated that through different schemes the Andhra Pradesh government would be able to eradicate unemployment from the State. He asked the MEPMA partners to focus on encouraging youth to take up entrepreneurship projects, instead of taking up jobs.
Maheedhar Redy also advised the collectors of all districts to cooperate in the implementation of this unique scheme.
RYK vice-chairman Prof KC Reddy asked the universities to focus on imparting skill-based training to youth by introducing diploma course. He also requested the private firms to come up and train the youth as per their requirement. He said youth should be trained in emerging sectors like hospitality and child care.
Municipal Department secretary Dr Vijaya Kumar said that the government releases 75 per cent of funds to partners only after a candidate is placed and remaining 25 per cent is released three months after the replacement. Since there is system of advance payment, the partners train and place their candidate in order to get the funds from the government.
Several senior officials including Municipal Administration and Urban Development principal secretary B Sam Bob, Youth Welfare Commissioner Vasantha Misra and others were present on the occasion. (INN)
2011/10/11 7:05:20 As a part of implementing the GO 610, the Greater Hyderabad Municipal Corporation have decided to repatriate 23 engineering hailing from Seemandhra region.
According to sources, of 170 engineers working with the GHMC, nearly 50 engineers holding the posts of Assistant Engineer to Superintending Engineers would be repatriated soon. These engineers are presently working in the Public Health, Medical and Health and Panchayat Raj departments of the GHMC.
The Municipal Administration and Urban Development department has issued a GO No 1280 on Monday for the implementation of GO 610 in the GHMC's engineering department whose implementation has started from Tuesday. (INN)
CM assures proper supply of drinking water to city
2012/3/12 6:22:30 Chief Minister N Kiran Kumar Reddy on Monday assured the State Legislative Assembly that the State Government would provide 5.5 TMC of water to the twin cities of Hyderabad and Secunderabad.
Intervening on the issue during Question Hour, the Chief Minister said that there was no scarcity of funds for drinking water projects for the twin cities. He said efforts were being made to secure a loan from HUDCO for Godavari project and talks were in final stages.
The Chief Minister assured that the third-phase of Krishna water would become operation by 2013. Similarly, steps were being taken to bring 30 TMC of water from river Godavari. In the first phase, 10 TMC of water would be supplied to the city from October this year at a cost of Rs 3,375 crore.
Earlier, replying to a question raised by MLAs E Lakshminarayana and G Kishan Reddy of BJP and Akbaruddin Owaisi of MIM, Municipal Administration and Urban Development Minister M Maheedhar Reddy admitted that water supply scarcity problem exists in the peripheral municipal circles of Qutubullapur, Alwal and Malkajgiri which are situated at the tail end of Krishna and Manjira water supply system.
In order to bridge the deficit upto year 2017, the minister said that the Godavari Drinking Water Supply Project to bring 172 Mgd of water has been taken up and works were in progress and also processed for taking up Krishna Water Supply Phase - III Scheme to augment another 90 Mgd of water.
The Detailed Project Report of Krishna Drinking Water Supply Project Phase-III with an estimated cost of Rs 1670 crore is under consideration of the government. Further, government proposed to explore the various funding options such as Annuity Model, Japan International Cooperation Agency and Housing and Urban Development Corporation financial assistance. The project implementation period would be approximately 18 months after administrative approval with financial tie-up.
However, not satisfied with the minister's reply, the MIM legislators rushed to Speaker's podium and demanded a specific assurance from the government on supply of water. MIM floor leader Akbaruddin Owaisi alleged that the Old City areas have been neglected in the supply of drinking water. He said that while the city needed 440 Mgd of water, only 336 Mgd was being supplied. He said the contractors of Krishna water project have threatened to go on strike from March 15th for non-payment of bills.
Owaisi also alleged that the there was no coordination between the Genco and Water Supply Board which was leading to disruptions in water supply. He said about 90 per cent water reservoirs in the city work on pumping system and unscheduled power cuts was badly hitting the supply in the city, especially in the Old City areas.
Other MLAs Ahmed Balala, Virasat Rasool Khan and Maozam Khan of MIM, R Damodar Reddy of Congress, Uma Maheshwar Reddy of TDP and Dr Jaya Prakash Narayana of Lok Satta.
On Speaker Nadendla Manohar's directions, the Municipal Administration Minister has agreed to hold a meeting with the city MLAs in a day or two to discuss the issue. Later, the Chief Minister intervened and assured proper supply of water.
However, not satisfied with the Chief Minister's reply, BJP MLA G Kishan Reddy staged a walkout from the House in protest. (INN)
