Fifty per cent reservation for BCs urged

Backward Class Welfare Association president R Krishnaiah on Sunday demanded that the government introduce a bill providing 50 percent reservation for backward classes in the legislative bodies.

Talking to media persons at Srikalahasti as part of Rana Bheri, Krishnaiah said that the Rana Bheri was organized with an aim of bringing pressure on the government for introducing a bill for 50 percent reservations for BCs in legislative bodies. He expressed concern over BCs not getting political power despite country gaining independence since 64 years.

Krishnaiah said that the BCs were denied their due share in political, social, employment space and it was high time that the political parties reward BCs considering their higher numbers of population when compared to any other community. He called upon BCs to remain united to realize their dreams by exerting pressure on political parties.

“The development of BCs would be possible with giving proper representation in the elected bodies”, Krishnaiah said. He appealed to state government to reserve Rs 200 crore for welfare of BCs in the state and provide Rs 5-10 lakh loans for their upliftment. (INN)

Centre to bring Amendment for 50 pc quota for women in PR bodies

2011/7/21 4:05:46 The Union Cabinet on Thursday approved the proposal for moving an official Amendment to the Constitution (One hundred and Tenth Amendment) Bill, 2009 for enhancing reservation for women in Panchayats at all tiers from 33 per cent to at least 50 per cent. The Constitution (One Hundred and Tenth Amendment) Bill, 2009 was introduced in the Lok Sabha on November 26, 2009.

The official Amendment proposes to add word 'rural' before the word 'population' as and where the same occur in 1st Proviso of Clause (2) (iii) of the Constitution (One hundred and Tenth Amendment) Bill, 2009. This Provision will apply to the total number of seats filled by direct election, offices of Chairpersons and seats and offices of Chairpersons reserved for Scheduled Castes and Scheduled Tribes.

Enhancement of reservation for women in Panchayats will facilitate more women to enter the public sphere and this will lead to further empowerment of women and also make Panchayats more inclusive institutions, thereby improving governance and public service delivery.

The addition of word 'rural' before word 'population1 occurring in the 1st Proviso of Clause (2)(iii) of the Rill will reflect appropriate demographic representation of categories of population for whom reservation is made.

At present, out of the total elected representatives of Panchayats numbering approximately 28.18 lakh, 36.87 per cent are women. With the proposed Constitutional Amendment, the number of elected women representatives is expected to rise to more than 14 lakh. Having more elected women representatives would benefit the entire population of the States and UTs where Panchayati Raj is in existence.

The Ministry of Panchayati Raj had moved a Bill for amendment to Article 243D of the Constitution on 26.11.2009 after approval of the Cabinet for enhancing reservation for women in (i) the total number of seats to be filled by direct election, (ii) offices of chairpersons and (iii) in seats and offices of chairpersons reserved for SCs and STs, to 50 per cent in all tiers of Panchayats. The proposed official amendment, as indicated above, in the original Amendment Bill will be moved in the Lok Sabha at the earliest.(INN)

Over 50% US green card holders plan to return home: Survey

2011/5/4 7:19:35 NEW YORK: The United States may experience reverse brain drain as thousands of Indian IT professionals contemplate returning to India, according to a survey conducted by Corp-Corp.com, a US-based technology job portal.

The finding was based on a survey of more than 1,000 survey respondents of Indian origin, nearly half of which were IT professionals that plan to return to India.

About 50 per cent of the respondents have plans to return soon, while 6.4 per cent of them have already returned to their homeland.

Survey participants included permanent residents, US citizens and work visa holders.

Fifty-one per cent said their decision was based on wanting to rejoin family and 26 per cent cited better opportunities as the reason to return to their homeland.

Around 10 per cent are planning to return for they believe their kids will get a better education in India.

"The results are very important for American businesses because they may face challenges in filling the gap of these resources," said Prabakaran Murugaiah, CEO of Corp-Corp.com.

"Businesses cannot replace an experienced workforce overnight," he said.

The survey results show 69 per cent of visa holders and 57 per cent permanent residents or citizens intend to return.

These are some of the motivation to return to India: Nearly 51 per cent for the return is rejoining their family members in India; 26 per cent for better opportunities in India.

Only 3 per cent says they are returning due to job loss, which is consistent with low unemployment of around 6 per cent in the IT sector even though the generic unemployment is over 8 per cent.

Around 10 per cent are planning their return to provide better education to their kids in India.

There are about two million Indians living in US and many of them hold bachelor or higher degrees.

Indians share a large percentage in the numbers of PhD holders.

Among the Asian Indian population, around 60 per cent are in management or professional occupations.

Murugaiah says, "Many of the returning Indians have aged parents back home to take care. Also, recent economic growth in India with many good opportunities fueled their thought process of heading back."

"In addition to that, many US companies are opening their offices in India and hiring more to target the growing market in Asia. There may be some challenges in filling the gap created by these resources, because we cannot create a 10 years experienced resource the next day," he said.

"However, there are 6 million IT professionals working in the US and this may not pose a bigger impact for the US tech industry. This trend may very well be a win-win situation for both countries," he added.

Impose ban on Togadia's speeches:Muslim body

2012/4/15 9:36:42 The Aalmi Jamiyatul Mashaiq, a representative body of religious heads, on Sunday demanded that the Hyderabad City Police impose a ban on the speeches of VHP leader Praveen Togadia.

In a statement, AJM chief advisor Moulana Syed Shah Mazhar Hussaini alleged that despite the prevailing volatile situation due to recent communal clashes in the Old City, Praveen Togadia was being allowed to make provocative speeches in different parts of the city. Referring to one such speech, he said that Togadia objected to the reservation being given to Muslims and tried to instigate SCs and STs by falsely claiming Muslims were being reservation benefits from their quota.

Mazhar Hussaini said that the Muslim community was being reservation not on the religious lines, but due to their poor economic conditions. However, he said the SCs and STs too were given reservation benefits purely on religious grounds. He said that a person belonging to other religions could not get reservation or other benefits that a SC or ST enjoys.

He also defended the Haj subsidy and other benefits that the minorities enjoy and said that Togadia was mistaken that those sops were being given to the Muslims from the taxes collected from the majority community. He said Muslims too were paying the taxes regularly and thousands of Muslim NRIs were contributing to the foreign exchange that the country earns.

Demanding that the City Police impose a ban on the Praveen Togadia's speeches, Mazhar Hussaini said that provocative speeches with distorted facts would only affect the communal harmony in the city. (INN)

Focus on city schools improvement to counter Corporate schools: TDP to govt

2011/6/14 3:30:39 The Telugu Desam Party on Tuesday urged the state government to spend a major portion of the Rs 2000 crore earmarked for the ‘Education Fortnight’ on improving basic amenities in existing schools in the major cities to counter the Corporate schools’ public relations blitz which entices parents.

Talking to INN, Telugu Desam Party Floor Leader in the Greater Hyderabad Corporation Singi Reddy Srinivas Reddy said that the Corporate Schools successfully target even those parents who cannot afford to pay the high fees demanded by them since the government schools in the cities lack adequate amenities.

“The absence of Corporate Schools in rural areas means that the parents have no option other than government schools. However, in the cities, the Corporate Schools take advantage of the lack of facilities and amenities in government schools and are able to entice the parents. This is leading to commercialisation of education, forcing the parents to even take loans just to see their children have the best,” the TDP leader said.

Mr Singi Reddy urged the government to provide proper facilities in government schools so that not only the dropout rate increases, but the parents have an alternative.

Citing the example of Hyderabad, the TDP leader said that about 70 per cent of the 181 Government High Schools and 822 Government Primary Schools lack even toilet facilities, he said.

Besides this, more than 55 per cent of the schools lack even proper drinking water facility, the TDP leader added.

“More than 60 per cent of these schools are housed in private buildings and only 20 per cent of these have space for a playground. Besides, these schools lack proper furniture or faculty,” Mr Singi Reddy pointed out and said that no parent would be willing to risk his child’s future in such a school.

“Besides this, the government’s indifferent attitude in appreciating students of government schools who perform well also is a major hindrance towards attracting the parents,” the TDP leader pointed out.

He cited the recent example where a function was organised at Ravindra Bharati but the Chief Minister was not able to attend due to some other engagement. “This has a telling effect on the parents who are looking at options for their wards’ education,” he said.

The Corporate schools are able to project their bright students, but the government is either unwilling or unable to do so, he added. (INN)
