More to Panchayat upgradation than meets the eye

There is more than what meets the eye in the current exercise to upgrade Gram Panchayats into Municipalities and Municipal Corporations.

The N Kiran Kumar Reddy government has a measured motive behind such an exercise to keep in check Kadapa rebel leader and MP YS Jaganmohan Reddy who had been as much anxious to pocket the entire Local Bodies for his onward march.

So far, a dozen Gram Municipalities have been upgraded into Municipal Corporations, spread over in four or five districts, Nalgonda, Khammam Nellore, Mahabubnagar districts. Another three Municipalities, Chittoor, Karimnagar and Ongole, were upgraded into Corporations on Friday.

The decision in respect of the three Corporations had been taken today and the process would be finalized shortly. Perhaps more Gram Panchayats would be converted into either Municipalities or Corporations depending on the modalities and requirements of the local people and the scope based on population, funds position among others.

Earlier, a fortnight ago, Municipal Administration Minister M Mahidhar Reddy had made it clear that such an exercise was in the offing. He had also made it clear that BC quota problem did not arise in respect of Local Body civic polls as the total quota stood at some where 44 percent or so and there was immense scope for more BC candidates to be in the Municipal polls fray.

Unlike the Gram Panchayat Raj institutions Sarpanches irksome quota which stood at 61 percent the Municipalities had a good cushion as quoted by the Minister, to accommodate more Backward Classes candidates. The Minister had given an inkling over such a development.

The Supreme Courts ceiling quota is 50 per cent and as challenged by the AP Sarpanches Association, the state High Court had stayed the polls for Sarpanches quite recently.

It was misconstrued that the Courts ruling was a jolt to the N Kiran Kumar Reddy government. Factually speaking, the ruling has been a blessing in disguise.

The Court rather gave a breathing time for state government to consummate its much delayed exercise Upgradation in respect of Gram Panchayats for which the Kadapa defiant leader had already prepared sufficient grounds to repeat the his by-elections landslide victory.

The Congress government/ Congress party more or less faced a piquant situation with party desertions, coverts in the Cabinet, some MLAs switching sides plus dissensions in the rank and file.

In this scenario, the time was not ripe at all for the N Kiran Kumar Reddy government to conduct Local Body elections. If at all, the state government did go ahead, the outcome would have been quite dismaying for the Congress.

Reliable sources asserted that the wise Chief Minister saw to it that all the top slots were filled up as stipulated with his men, including the APCC chief. And now the current exercise was being implemented to counter any enemy and another interesting exercise Cabinet reshuffle which is round the corner would come in quite handy for the Chief Minister to emerge as a mature politician.(INN)

    Jana denies agreeing to gram panchayats workers' demands

    2012/3/15 7:27:10 Panchayat Raj Minister K Jana Reddy denied that the government has reached an agreement with the workers of gram panchayats to solve their problems during the agitation in August 2010.

    Replying to a question raised by CPI leader C Seetaramulu, he said that the Commissioner of Panchayat Raj and Rural Employment has discussed and reached an agreement to implement certain demands of the employees. He said that the Commissioner reviewed the issue with District Panchayat officers and issued instructions for implementation of demands as per rules. (INN)

    PR Union will appeal against stay: Jana

    2011/6/20 9:39:10 The state government would file an affidavit in the High Court at the earliest following the stay granted on the Panchayat Raj Elections at the behest of AP Panchayat Raj Union.

    Minister for Panchayat Raj K Jana Reddy told media persons at the Secretariat on Monday that the transfers which also came to a halt following the stay of PR polls, would be revived as per the Court directive.

    Mr Jana Reddy also disclosed that he had received proposals for converting 52 Panchayats into Municipalities.

    Replying to a question, the Minister said that it takes time to examine the proposals to arrive at a decision as all things have to be considered a report in respect of villages and thandas. Besides this, objections on their conversion into municipalities etc will have to be heard, the Minister pointed out.

    He said that the notices must be issued in respect of all these issues.

    Mr Jana Reddy also informed that joint operation of cheques in respect of funds withdrawals was made to protect the funds and stop any misuse.(INN)

    Kodad now a Municipality, 12 Grampanchayats upgraded

    2011/6/23 4:22:18 Chief Minister N Kiran Kumar Reddy on Thursday approved the upgradation of 12 Grampanchayats as Nagara Panchayats and one Gram Panchayat - Kodad in Nalgonda District as Municipality.

    The 12 Grampanchayats to be upgraded as Nagar Panchayats are Gollaprolu, Ravulapalem, Mummidivaram of East Godavari district, S Kota of Vizianagaram district, Banaganapalle, Gudur of Kurnool district, Alluru of Nellore district, Ieeza of Mahabubnagar district, Jammikunta, Vemulavada, Peddapally and Huzurabad of Karimnagar district.

    The Chief Minister also approved the proposal of the Director of Public Libraries for extending the scheme of Compassionate Appointments issued in GO No 661, General Administration Department to the employees of Zilla Grandhalaya Samsthas.

    The Chief Minister has approved the proposal for sanction of 28 teaching and 52 non-teaching posts to JNTU College of Engineering, Pulivendula, YSR Kadapa District.

    It will be placed before the Council of Ministers.

    Mr Kiran Kumar Reddy has also approved the issue of AP Tribal Welfare Sub-ordinate Service Rules to include Teachers working in Tribal Welfare Educational Institutions as concurred by APPSC. (INN)

    Govt pins hopes on HC to show way on LB polls conundrum

    2011/6/13 4:46:57 The state government is keeping its fingers crossed as it waits for a ruling by the Andhra Pradesh High Court in connection with the much awaited Panchayat Raj elections, expected to be delivered on Tuesday.

    The High Court ruling will facilitate the N Kiran Kumar Reddy government to decide further whether to dispense with a proposed Ordinance or conduct fresh elections to the PR Institutions.

    Earlier, the State Sarpanchs Union approached the Court for directing the government not to cross the 50 percent reservations as per the ruling of the Supreme Court.

    Admitting their writ petition, the Court directed the State Election Commissioner to submit details of the quota before it.

    In the light of the Sarpanchs Writ petition and the High Courts direction to the State Election Commission, the much awaited Ordinance to appoint Special Officers for the Panchayat Raj Institutions has currently been diverted to a loop line, according to government sources.

    The appointment of Special Officers to the Mandal and Zilla Praja Parishads assumed importance as the term of the elected pr bodies would come to an end in July and August respectively.

    In case the elections to the said PR Institutions are delayed, there is a need to have special officers. The said draft of the Ordinance was sent for Governor's approval on Friday.

    In the absence of the elected Panchayat Raj Bodies, the state would not be eligible to draw Central funds for MPPs and ZPPs and developmental works will take a back seat again.

    Both the exercises Reservations notification to Panchayat Raj Bodies and the Ordinance for amending provisions in Panchayat Raj Act for appointing Special Officers, are contradictory to each other.

    The promulgation of the cited Ordinance after the notification of elections results in violation of Code of Conduct.

    But official sources are of the opinion that the state is within its limitations to maintain status quo as the rules under the Panchayat Raj Act, 1994 had so far not been questioned by any Court.(INN)

    TDP MLA intimidates DPO, surrenders as pressure mounts

    2011/6/21 10:11:34 Telugu Desam Party legislator Chintamaneni Prabhakar Rao from Denduluru in West Godavari district, facing charges of manhandling a district level officer from the Panchayat Raj Department, on Tuesday surrendered before the West Godavari district police.

    According to reports, the DPO lodged a complaint with the police that a mob of protesters, led by mr Prabhakar Rao, barged into his residence, and assaulted him.

    The alleged incident took place during a recent protest in connection with a case of empowering the Ankannagudem village sarpanch. The Sarpanchs powers to sign cheques were withdrawn by the district Collector after allegations that he had misused funds were leveled.

    Mr Prabhakar Rao intimidated DPO Varaprasada Rao, according to his complaint.

    Pressure mounted on the police to act on the complaint against the MLA after the AP Panchayat Raj Officers' Association launched a campaign on June 13, demanding Mr Prabhakar Raos arrest.

    The Panchayat Raj Department employees, after keeping up the pressure for a week, on Monday had staged a demonstration in the city. The protestors had demanded the police higher ups to arrest the TDP MLA immediately.(INN)

    Congress setback in Rae Bareli

    2010/11/12 12:29:29 Rae Bareli, the constituency of Congress president Sonia Gandhi, has ceased to be the sole bastion of the Gandhi family and the Congress. In the just concluded panchayat elections, the Congress suffered a humiliating defeat in Rae Bareli. Almost 70% of the candidates approved by Kishori Lal Sharma, the Gandhi representative who tends Rae Bareli and Amethi, were defeated. Fourteen of the 18 zila panchayat members who have won the elections, profess their loyalty, not to the Congress, but an Independent MLA, Akhilesh Singh.

    The panchayat elections may not be important enough for the Congress president, or may not even ring an alarm bell in 10 Janpath, but if insiders are to be believed, the results indicate that resentment against Sonia Gandhi is gradually welling up in her own constituency.

    "Rae Bareli, today, is one of the most backward districts in Uttar Pradesh and Mrs Gandhi or her representative has not made any visible efforts to improve the situation. We get power for only 4-6 hours every day. Sadak mein gadde nahin, gaddon mein sadak hai (The roads do not have potholes, the potholes have roads). Not one of the projects announced by Mrs Gandhi has taken shape and unemployment continues to rise. Why should we continue to vote for the Congress?" asks Ashish Sonkar, a local businessman.

    A senior Congress leader from the district echoes similar sentiments when he admits that the people of Rae Bareli are getting increasingly disillusioned with the Congress. "You cannot wish away certain events by blaming rivals. We have lost in Rae Bareli and this is a fact. If the communication gap between the voters of Rae Bareli and Mrs Gandhi continues, the party will wake up to some harsh realities in the next Assembly elections," he says candidly.

    The Congress, at present, holds four Assembly segments in Rae Bareli: Bachrawan, Dalmau, Sataon and Sareni. The prestigious Rae Bareli Sadar seat is held by Akhilesh Singh (a former Congressman) who wields considerable clout in the district.

    The main grouse of the people of Rae Bareli is that they have not yet reaped any benefits from the UPA government and are also at the receiving end from the Mayawati government. While the Central projects, including the railway coach factory, are yet to get going, the state government is making sure that Rae Bareli does not enjoy its VVIP status.

    Besides, the people of Rae Bareli are also troubled by the fact that they do not enjoy unlimited access to their MP. The late Indira Gandhi kept an open house for her voters, but Sonia Gandhi meets only those people whose names are cleared by Kishori Lal Sharma and he allows only his favourites to meet the MP.

    Congress fate depends on T-decision, says Jana Reddy

    2012/5/14 7:17:07 New Delhi, May 14 (INN): Telangana Congress Steering Committee co-chairman and Panchayat Raj Minister K Jana Reddy on Monday said the future of Congress in the State depends on its decision on the Telangana statehood issue.

    Talking to media persons, Jana Reddy admitted that the Congress party was in a bad position in Telangana region due to inordinate delay in taking a decision on the statehood issue. However, said party's position would improve if it take a decision in favour of Telangana State. He asked the Centre to announce its decision on the issue at the earliest.

    Jana Reddy said that he would participate in the by-elections campaign if party asks him to do so. “I will obey whatever orders the party gives me and follow them as a responsible and loyal worker,” he stated.

    The minister said that the Panchayat Raj elections in the State were delayed as a case was pending the state High Court. He said that the State Government has spent Rs 100 crore towards addressing the drinking water shortage problem.

    Jana Reddy said that he came to New Delhi to meet Union Minister for Tribal Affairs and Panchayat Raj V Kishore Chandradeo and Union Minister for Rural development Jairam Ramesh over the release of funds under the 13th Finance Commission.

    Stunned PJR meets KCR

    2007/7/17 10:25:24 P Janardhan Reddy is very angry at the way he was conned into putting off his indefinite fast. Digvijays statement yesterday came as a rude shock to PJR and his supporters. Digvijay said that Suresh who came to Hyderabad on Sunday was here only to oversee he arrangements for the Presidential poll. He did not come as the high commands representative to diffuse the crisis,. Nor did he give any assurance to PJR.

    All this has made PJR to cut a sorry figure before his supporters. He though that he was given an honourable way out by the high command by sending its representative to talk to him. Having burnt his boats with YS Rajashekar Reddy for good, PJR is now looking at other options.

    As part of his agenda PJR met with TRS chief K Chandrashekar Rao this evening. While PJR says that it was just a thank you call for KCRs solidarity with him when he sat on a dharna at the Jubilee hills police station, there is more to it than what meets the eye.

    KCR has sent strong feelers to PJR to join the TRS. He wants PJR to take the place of Narendra in the party. But PJR has not yet made up his mind. He is also getting strong feelers from the TDP. PJR may unfold his plans later this week.

    CM assures to solve sand problems in a week

    2012/5/12 7:17:09 Hyderabad, May 12 (INN): Chief Minister N Kiran Kumar Reddy on Saturday assured the builders that the sand problem would be sorted out totally within a week.

    Speaking as the Chief Guest at the All India MC & GC meeting of the Builders Association of India at the National Academy of Construction (NAC) campus at Madhapur, he said the State Government is evolving a new system wherein the sand problem will be sorted out totally.

    The Chief Minister said “Sand is a problem. Court has given an order. Lakhs of people are affected and many of them are without work. We are trying to sort it out. In the next week or so, we are getting in a new system where the sand problem will be sorted out totally. We have already sorted all the basic issues,” he said. To the request for setting up a cement plant by an entrepreneur, the Chief Minister said that the State Government should get a stake in it.

    Kiran Kumar Reddy said that Hyderabad has become the destination of all world conferences. He said the Global Biodiversity Conference, the biggest ever international conference in independent India will be held in Hyderabad in October this year. About 8,000 delegates from 194 countries will participate in the meet. In December this year, International Conference on Allergy will be held here wherein doctors from all over the world will congregate. Then there is the World Agricultural Congress-2013 to be held here. “All these are the indication of the progress of Hyderabad and Andhra Pradesh," he said.

    The Chief Minister said just a few days ago Andhra Pradesh has been chosen for the ‘Investment Driven Economies Award' in the India's Most Competitive States Awards 2012 initiative. The award has been constituted by the Institute for Competitiveness (India), the Indian wing of the global network of Institute for Strategy and Competitiveness at Harvard Business School. This is the finding of the most reputed Harvard Business School.

    The Chief Minister Andhra Pradesh was honoured to host the Global Partnership Summit 2012 in Hyderabad in January 2012, after a gap of 8 years. The summit was attended by 1200 Delegates including 200 Overseas Delegates and 15 Overseas Ministers, Speakers from 42 Countries, and 37 Foreign Diplomats.

    During the Partnership Summit 2012, Andhra Pradesh received investment proposals worth of Rs.6.50 lakh crores which is a record of investment proposals received in any Summit of this nature. The total employment likely to be created would be about 6,78,597.

    Kiran Kumar Reddy said this was the type of progress that the government was aiming at. He said when he became the Chief Minister, there were many problems including Telangana agitation. Besides, there was also a financial crisis in the State. “But within three to four months, I could turn it around. We have paid over Rs.4,000 crore towards the pending bills of contractors. We have also paid Rs 5,250 crore towards pending scholarships and fee re-imbursements to students and colleges. Financial discipline is what I am trying to get into the system,” he said.

    The Chief Minister said, “as far as building and construction activities are concerned, you are an important partner and we cannot neglect you. However, there are lots of problems in the system itself. Work which is allotted is not properly designed, not properly valued and in many cases there are losses to the State and in few cases there are losses to the contractors. This is because correct estimates are not prepared for each work. We are now giving only clearance in principle for any project and only after details are furnished to the finance department, we sanction the project. Hence there would be no justification for any cost escalation in the work”.

    The Chief Minister said we are now experimenting a time-bound payment system wherein if the payment is delayed, we will pay interest. So also for all permissions and estimates third party evaluations will be done. We want the programmes to be completed on time. As far as Jalayagnam is concerned, the Chief Minister said his government has now prioritised the programme. He said 20 lakh acres are now brought under irrigation and in the next 3 years, another 30 lakh acres will also be brought under irrigation. The Chief Minister said he is releasing Rs.1,000 crore every month to the irrigation department but they are not bale to spend them.

    The Chief Minister said that the Finance Department is now working in the right direction and financial discipline has been achieved. The Chief Minister said “when I am clear in what I want to do, I am not frightened of allegations by the Opposition or the Media”. “Let us work for the progress of the State, welfare of our people”, he said.

    The Chief Minister appreciated the good gesture of the Builders Association of India towards skill upgradation and training. He said the State Government has allocated Rs.777 crs in this year’s budget for skill upgradation and training and assured to allot some amount for NAC towards training and skill upgradation.

    Mr. Perfect is a film about three people Prabhas, Kajal Agarwal and Tapsee. Each of them carries a big attitude and wants to live life on their own terms.

    After Kajal meets Prabhas she slowly begins to change her mind. Even Prabhas too thinks so but he later goes back to his own beliefs of leading life on his own terms without any compromise whatsoever.

    Prabhas meets Tapsee and they both share similar likes and dislikes. Prabhas thinks that Tapsee is the right girl for her and that they are made for each other.

    What makes Prabhas to change his beliefs and perception forms the basis for the remaining part of the story.

    Mr. Perfect is a decent and neat film but the film is slow paced and clichd at times. The weak story and screenplay and weak direction affect the overall impact of the film.

    As such, Mr. Perfect ends up as just an average fare.

    Pakistan's 3G policy gets in principle nod

    2011/11/24 8:48:23 Islamabad, Nov 24 (IANS) Prime Minister Yousuf Raza Gilani has approved in principle the 3G policy for upgradation of Pakistan's telecom sector.

    Gilani accorded the approval while presiding over a meeting in which the ministry of information technology gave a presentation on recommendations of a cabinet committee on the policy, reported Associated Press of Pakistan.

    Pakistan has a population of around 180 million and estimates are that there are over 90 million mobile phone users.

    It was decided in the meeting that three blocks of 10 MHz (megahertz) each out of available 3G spectrums would be immediately offered for auction; existing operators could participate in this round.

    CM hosts lunch for Union Ministers

    2012/4/7 6:07:00 Chief Minister N Kiran Kumar Reddy on Saturday hosted lunch at his official residence in honour of Union Ministers and Deputy Chairman of the Planning Commission who were on an official visit to the State.

    The Chief Minister participated in the luncheon meet with Union Rural Development Minister Jairam Ramesh who was here to participate in the official programmes of Rural Development along with Union Panchayat Raj Minister Kishore Chnadra Deo and Planning Commission Deputy Chairman Montek Singh Ahluwalia.

    Finance Minister Anam Ramnarayan Reddy, Panchayat Raj Minister K Jana Reddy, Rural Development Minister D Manikya Vara Prasad, Women and Child Welfare and SHGs Minister Sunita Lakshma Reddy and Housing Minister Uttam Kumar Reddy also participated in the luncheon meet. Senior IAS officers were also present.

    After the ugly incident involving hero Rajashekar, his wife Jeevitha and Chiranjeevi fans, many actors are afraid of facing the media. Rajashekar was attacked by Chiru fans for saying in a interview at Bhimavaram that he was not interested in joining Chiranjeevis party as he did not have any political experience.

    Brahmanandam was cornered by the media recently when he had gone to Tirumala for darshan. The media personnel asked Brahmanandam if he was interested in backing Chiranjeevis entry into politics.

    Brahmy recollected the Rajashekar incident and he did some quick thinking on his feet and said that he would most certainly support Chiranjeevi as and when he launches his political party. By saying this, he literally saved his skin. Otherwise, even Brahmanandam would have been subjected to the same treatment that was given to Dr. Rajashekar recently.

    DGP thanks CM for police welfare measures

    The DGP said that on October 21, on the occasion of Police Commemoration Day, the State Government has made certain announcements including free health check up biannually, upgradation of Amberpet Police Hospital, Rs 1 Crore welfare fund and posting of government doctors at all PTCs.

    RGV meets Satyam Ramalinga Raju

    The Union Budget for 2007-08 has come as a disappointment for Hyderabadis. A lot was expected from the Budget. The much awaited metro rail project was supposed to get a big boost in the Budget. The central governments share in the project is 20%.

    However, there is no mention of the metro rail project in the Budget. Funds for upgradation of NIMS have also not found mention in the Budget. However, people till hope that the union finance minister P Chidambaram would make an announcement on the Metro rail project soon.

    CS reviews monsoon preparedness

    2011/6/2 10:33:26 Chief Secretary SV Prasad, on Thursday reviewed the preparedness of the State machinery for South-West Monsoon today in his Chambers at Secretariat.

    All the Secretaries and heads of the departments with concerned officials attended the meeting. Speaking on the occasion, the Chief Secretary suggested to the district administrations to prepare a list of vulnerable villages which are likely to be affected during natural disasters like Cyclones and floods.

    He also said that Early Warnings signals issued by the Indian Meteorological Department, (IMD), Central Water Commission (CWC) and Indian National Centre for Ocean Information Service (INCOIS) relating to natural disasters should be taken seriously by the officials and urgent action has to be initiated.

    The Control Rooms established during the disaster should function effectively, he said. He also asked the Civil Supplies Department to keep essential commodities like Rice and Kerosene ready in the villages which are likely to be hit. Health Department was also asked to keep the essential medicines ready.

    He asked the Disaster Management Department to identity the agency for making temporary shelters like the A.P. Housing Department. He asked all the Major Departments such as Irrigation, R and B, Agriculture, Panchayat Raj etc., to identity nodal officers for Coordination with the Disaster Management Department.

    Secretaries and Heads of the Department of Irrigation, Panchayat Raj, R and B, Medical and Health, Electricity Department, APSRTC, Police, Municipal Administration, Revenue have attended the meeting.

    Governor meets PM and PM meets Sonia!

    The state Governor Narasimhan today (8th Jan) met the Prime Minister of India Dr.Manmohan Singh to brief him about the prevailing situation of the state. Later, Dr.Manmohan Singh went to 10 Janapath House to meet Sonia Gandhi. Its learnt that, they both had an emergency meeting with AICC members Ahmad Patel and some others to chalk out the future course of action for the state.

    Earlier, our favorite web site Bharatwaves.com taking stock of the prevailing situation and analyzing the consequent developments aftermath JKC report has published an analytical article in which it was predicted a possible scope of imposing Presidents Rule in the state, to bring the situation under control.

    Now, the on going emergency meetings in the capital and the Governors updates to Prime Minister might be leading to Presidents Rule very soon.

    Chiru's biggest enemy

    Megastar Chiranjeevi is now in two thoughts. The issue concerning his fans and Rajashekar has undoubtedly dented his image considerably and also put him in two minds. Chiranjeevi had been dithering over his political entry for quite some time. The attack on Rajashekar by his fans has now forced him to have a serious rethink about his political entry.

    It is well known that Chiranjeevi has a very wide fan base. He plans to enter politics and ride to power based on his huge network of fans.

    But now the very same fans now threaten to derail his plans. Chiranjeevi's strength is his fans, and they are also his biggest weakness. Now the attack on Rajashekar has proved that they could turn into his biggest enemy.

    The fan base of Chiranjeevi is spread to every nook and corner of the state. It will be highly impossible for Chiranjeevi to keep each and everyone under control. The fans would be much more tempted to take the law into their own hands if Chiranjeevi were to enter politics and become the chief minster.

    The biggest threat to Chiranjeevi's image would be from his own fans, registered as well unregistered. Some people feel that this is really a cause for serious concern. While factionists are generally limited to one area, the Chiranjeevi fan base is spread all over the state. Chiranjeevi would do well to keep this factor in mind before taking any decision regarding his political entry.

    Actor Balakrishna met chief minister N Kiram Kumar Reddy today. Balakrisha invited the CM for a function at the Basavatharakam Memorial cancer hospital.

    Balakrishna and Kiran Kumar Reddy are friends and they both studied in the same college Nizam College.
