New norms for registration

The state government has come up with new norms for registration of properties. According to the new guidelines, no property would be registered unless accompanied by a digital photograph. The buyer of the property has to get himself photographed in front of the property and get a digital photograph along with the date and time on the photograph. The photo has to be in 12x16’’ size. A road map giving the details of the property should also be enclosed along with the registration documents.

This new rule has come as a severe blow to people in rural areas. Many small villages do hot have a proper studio, let alone a studio equipped with a digital camera.

    Govt. reverse gear on CAG

    2007/11/21 10:09:00 After getting a big shock with the CAG report, the state government went on the defensive yesterday. But the government has now made a U turn and has now decided to brazen it out.

    Ministers Rosiah and Ponnala have started claiming that the CAG report was only recommendatory in nature. They now say that it is not binding and that many of the facts and figures in the report are not correct and even misleading.
    Ponnala says that the new norms in the tender process have made the earlier norms redundant. The new norms have not been taken into account by CAG.

    Stamps & Registrations Dept goes for digitisation

    2012/1/29 13:28:16 Minister for Stamps & Registration Thota Narasimham on Sunday stated that all records in his department would be digitised shortly.

    Participating as chief guest in the inauguration of Sub-Registrar Office Association’s new building in the district, Narasimham said that the digitization of documents would facilitate the people to register from anywhere in the State and prevent corruption and duplication of documents. The online registration of property documents will also help in maintaining transparency, he pointed out.

    The minister said that his department has sought Rs 150 crores in the State budget to upgrade the facilities in the offices with sophisticated equipment. He claimed that the Stamps and Registration Department has occupied third position in mobilization of resources after the Excise department.

    Admitting that there were differences between the records of Revenue and Stamps & Registration departments, he said a joint mechanism was being worked out to resolve them. (INN)

    Vuda flouts Fire safety norms!

    The Fire department is in a dilemma.

    The Visakha Urban Development Corporation has flouted all norms and constructed a high rise building. The building doesn’t have the minimum fire safety measures in place.

    And Vuda is not the only one that has flouted the fire safety norms. The Fire department says that about 100 high-rise structures in Visakhapatnam have flouted the fire safety norms.

    Registration charges hiked

    The state government has once again hiked the registration charges. According to the new guidelines, the charges will go up anywhere from 10 to 30 per cent. The hikes are being made in Vijayawada, Visakhapatnam and other places. The hike will come into effect from tomorrow i.e. August 1.

    The state government has set an ambitious target to raise revenue from land registrations. However due to the slack in the real estate market, the collections for this fiscal have been less than expected.

    Vehicle registrations at eSeva

    2007/8/28 6:28:44 The state government has issued a new GO which enables people to apply for Temporary Registration of vehicles at all eSeva centers. The government had earlier given the permission to register vehicle to the automobile showrooms.

    But it was found that they were fleecing the vehicle owners. While the registration fee for two wheelers is only 60 rupees, the automobile dealers were charging 400 rupees. Similar is the case with four wheelers. While the fees stipulated by the government is 400 rupees, the dealers were charging up to 2,000 rupees. The move is aimed at cubing the malpractice at the showrooms.

    Passport Adalat on Oct 12

    2011/10/10 6:56:29 The Hyderabad Regional Passport Office will conduct the Passport Adalat in its premises on October 12, Wednesday, at 2 pm.

    Applicants whose passport applications are pending for more than six months, must register to attend the Adalat, by sending an e-mail to rpo.hyderabad@mea.gov.in or by sending a fax : 040-27705656.

    The Registration will be limited to 300 applicants on first cum-first serve basis. A confirmation will be sent to the registered applicants by return email or by return fax. The applicant will be allowed inside only on showing the registration confirmation.

    According to RPO, the applicants must provide the details like Name of the applicant, Application File No, Date of Application and Telephone/mobile no. (INN)

    The people in the state will soon be able to get their lands and houses registered with a single visit to the registrar’s office. The CM YS Rajashekara Reddy has given the green signal for a new scheme to be implemented shortly. Under the new scheme the people can now take n appointment for registration just like the one for Visas.

    And on the appointed date and time the concerned officials will be available in the office and complete the work. Any problems that arise will also be sorted out at the same time. In this connection, the government is setting up 10 more registrar offices and 43 new Sub-registrar offices across the state.

    State Police postpone 5 KM Run Test for Muslim candidates

    2012/4/30 3:51:38 Hyderabad, April 30 (INN): The State Police on Monday postponed the 5 KM Run Test for all the Muslim candidates who have applied for the posts of SCT SIS (Civil/AR/APSP) SPF and Station Fire Officer, 2011 in Hyderabad Range.

    According to a press release, in view of the Ramzan festival, the candidates who have 5 KM Run Test for the above recruitment in between the dates of Ramzan fasting month from July 20 to August 21, they may participate for 5 KM Run Test on the new dates.

    For Muslim candidates with Registration Numbers from 739001 to 747000, the 5KM Run Test will be held on September 3 and for those having Registration Numbers from 747001 to 763000 the test will be held on September 6. For further details, the candidates may contact the office of Deputy Inspector General of Police, Hyderabad Range, at Lakdikapul.

    RBI tightens home loan norms

    The Reserve Bank of India has tightened home loan norms by asking banks not to lend more than 80 per cent of the value of the house to borrowers. This means that new borrowers will have to shell out at least 20 per cent of the total value of the house from their pockets.

    The central bank has also increased the risk weight for housing loans above Rs. 75 lakh to 125 per cent. It implies that loans above Rs.75 lakh will now become more expensive. The RBI has also made it harder for banks to offer teaser rates where the interest rate is fixed for few years and later it turns into a floating rate. In a move to curb inflation, the central bank on Tuesday hiked the repo and reverse repo rates by 0.25 per cent, making loans costlier if banks decide to pass on the rate hike. Accordingly, the short term lending rate or (repo rate) stands at 6.25 per cent and the borrowing rate (reverse repo) at 5.25 per cent.

    The RBI has, however, left the cash reserve ratio or bank rate, which is the amount of cash that banks have to park with the central bank to maintain prudential norms, unchanged at 6 per cent.

    Has UPA learnt any lessons?

    2012/2/7 5:57:30 The UPA government does not seem to be learning from its past mistakes. Despite the battering that the government's image has taken in a string of corruption scandals, the Coal Ministry has cleared the name of an official booked by the CBI for corruption as a contender for the prestigious post of chairman of Coal India Ltd (CIL).

    Official norms clearly specify that all those recommended for such posts must have a clean record. Now that Mail Today has broken the story to bring this embarrassing fact into the public domain, the government needs to get its act together and nip the mischief in the bud.

    CIL accounts for over 80 per cent of the country's coal production. It is a Navratna company that has been slipping in performance over the last year or so due to poor management. This has had a cascading effect on the power sector as well. The NTPC chairman has gone on record to state that power generation could have been stepped up by as much as 15 per cent during the year if CIL had not slipped on its delivery schedules.

    The need of the hour is to find the best person for the top CIL job and this can only happen if the norms of selection are strictly observed.

    Registration of fresh scholarships from Wed

    2011/11/1 7:41:49 The State Government on Tuesday informed that the online fresh registrations for scholarships to students pursuing college courses for the academic year 2011-12 will commence from November 2. The last date for registration will be November 21.

    The scholarship process has been made fully online by the Social Welfare Department. Under the online system, no student can enter his/her name, Student records will be fetched from SSC / Inter servers based on the application / SSC ID.

    For the academic year 2011-12, students can apply online for fresh scholarships on the e-pass website from November 2 to 21st. All students belonging to SC/ST with family income of less than Rs 2 lakh per annum and BC students belonging to BC / EBC / DW / MW with family income of less than Rs 1 lakh per annum are eligible to apply for scholarships. All students shall submit an income declaration form to the MRO to obtain an income certificate.

    Bill for revamping India Post soon: Sibal

    2011/10/20 8:18:40 A bill for revamping the postal department, which includes opening up some segments to private players, will be introduced in parliament soon, Communications and IT Minister Kapil Sibal said Thursday.

    The bill also aims at registration of couriers by an independent registration authority, Sibal said while addressing the Economic Editors Conference here.

    The minister added that a detailed project report on the setting up of a Postal Bank of India will be finalised in the next six months.

    "This will enable India Post to extend micro credit and other loans through vast network of 1.55 lakh post offices, coupled with other financial services like micro-remittance, micro-insurance and micro-pensions," he said.

    The revamped postal network will boast of over 1.55 lakh computerised post offices, banking services through post offices with ATM facility and delivery of banking, insurance and mailing services in rural areas through hand-held devices.

    US eases Visa norms to attract tourists

    US President Barrack Obama has signed an executive order (G.O.) recently, easing the norms for sanctioning US Visas to the tourists. It is mainly intended to attract the tourists especially from developing countries like India and China, which stood first and second in tourists visit to US.

    America is expecting at least 14% growth in the tourists' inflow in next five years. James W Herman, the in-charge of counseling affairs in US Embassy in India has said "The decision will surely increase the inflow of tourists into our country. We have been taking all measures to ease the process for sanctioning US Visas to tourists. We have already increased 6% staff in our US consulates in India and also opened two new consulates at Hyderabad and Mumbai cities. We have also made several changes to reduce the waiting period for Visas in our offices. Majority of our tourists are from India. So, we are trying to ease the process of Visa sanctioning to Indians. India stood in 2nd place in working visas and student visas. We have allotted 68 thousands of H1b Visas during the last year and sorted out 7 lakhs Visa application in India alone. So, we give India utmost priority in granting Visas," said Herman.

    An order to this effect was issued by the Information Commissioner. He asked the district collectors to ensure that the orders were implemented strictly.

    Govt admits shortage of fire stations, staff in the State

    2012/3/22 4:18:19 The State Government on Thursday admitted that the number of fire station, vehicles and strength of staff were not in accordance with the norms of fire services in the State, particularly in twin cities.

    Replying to a question raised by Akbaruddin Owaisi during Question Hour in the State Legislative Assembly on Thursday, Home Minister P Sabitha Indira Reddy said that presently there were 252 Fire Stations in the State including 13 Fire Stations in the twin cities. She said these fire stations were working round the clock. However, she said that as per the norms there should be one fire station within a radius of 10 kilometers and therefore, more fire stations were required in the city.

    The Home Minister said that that the government has in principle accepted the proposal for sanction of 16 new fire stations in the Greater Hyderabad Municipal Corporation jurisdiction in three phases in addition to the existing 13 fire stations. The fire stations would be set up at the State Secretariat, Assembly, High Court, Salarjung Museum, Maheshwaram and Madhapur. Six more stations have been proposed at different places including Chandrayangutta, Uppal, LB Nagar and Mehdipatnam. She said fire stations would also be set up at 10 market yards in the State.

    Sabith Indira Reddy said that Rs 152 crore has been sanctioned for the Fire Services Department under non-plan and Rs 32 crore under plan expenditure. She said that the department has spent Rs 17 crore in the last three years for modernisation of equipments. She said Andhra Pradesh has been collecting the lowest fee of Rs 10 per sft for issuing NOC on Fire Safety from the high-rise buildings.

    Not satisfied with the minister's reply, MIM floor leader Akbaruddin Owaisi said that as per the norms, the city should have one fire station for a population 50,000. However, the norms have been violated. He said there 20 government buildings including BRK Bhavan, the Secretriat and Gruha Kalpa which lack fire safety equipments. He also complained that the there was only one fire station at Moghalpura for the entire Old City and this too lack re-fuelling facility. He pointed out to Speaker Nadendla Manohar that even the Legislative Assembly do not have a fire station.

    Congress MLA Anam Vivekananda Reddy too pointed out the lapses in the power safety equipments and measures. He complained of lack of required equipment, dry chemicals and staff for the Fire Safety Department.

    However, the Home Minister said that the government has accorded sanction of six new fire stations in the first phase. It is also proposed to open or upgrade eight fire stations in the GHMC area under the 13th Finance Commission grants to enhance the fire fighting and rescue capabilities to save the public property.     Sailajanath refutes T leaders’ allegations, says Speaker within rights

    2011/7/24 7:29:14 Dismissing the allegations levelled by Telangana leaders that Speaker Nadendla Manohar was acting in favour of Seemandhra leaders by rejecting their resignations, Seemandhra Forum convener S Sailajanath on Sunday said that Mr Manohar was within his rights and has not violated any norms by refusing to accept the resignations.

    Talking to media persons here, Mr Sailajanath refuted the allegation by the Telangana leaders and said that Speaker rejected their resignations as per the guidelines laid in the Constitution. “He did not violate any norms and or act unilaterally as alleged by Telangana leaders,” he said.

    He further stated that the Speaker’s decision should not be seen in a partisan manner.

    The Seemandhra Forum convenor further stated that constitutionally created posts like those of the President, Governor and Speaker, were held by people from different regions and the persons holding these offices act as guardians of the Constitution. “They will not violate the Constitution at any time,” he said.

    Expressing confidence that the Centre would find a solution to the controversial statehood issue, Mr Sailajanath said the problem could be solved only through consultation process between the people of Seemandhra and Telangana regions.

    The Seemandhra Forum convenor further added that the leaders of all the three regions have already informed the Centre over the prevailing situation in their respective regions.

    He hoped the Centre would take a favourable decision respecting the sentiments of all people.(INN)

    Nagam asks Speaker to accept resignations

    2011/11/1 6:14:35 Telangana Nagara Samithi chairman Nagam Janardhan Reddy on Tuesday alleged that the Congress party hatched a conspiracy to make Telangana leaders as scapegoats by not accepting their resignations submitted for the cause of the Telangana statehood agitation.

    Talking to media persons, Nagam slammed Speaker Nadendla Manohar's attitude for not accepting resignations of elected representatives. After understanding the aspirations of people in the region, he said that the elected representatives submitted their resignations.

    Stating that the Speaker's decision would amount to violation of the Constitution, he said the decision was against the established democratic norms. He demanded Speaker to accept resignations immediately and uphold the constitutional norms.

    Nagam also ridiculed Union Home Minister P Chidambaram's recent statement on Telangana and alleged that the Centre was trying to buy more time.

    The former TDP leader reiterated that he would never join the TDP, which followed ambivalent attitude on Telangana. He said that TDP president N Chandrababu Naidu was indirectly saving the Kiran Kumar Reddy Government by extending secret support.

    Nagam extended support to Freedom fighter Konda Lakshman Bapuji's week-long Satyagraha in New Delhi for the cause of statehood. (INN)

    The election commission has started the process of registering the party to be floated by YS Jaganmohan Reddy.

    The former MP from Kadapa and son of late YS Rajashekar Reddy has decided to name his party as ‘YSR Party. A application was filed before the EC asking it to register the party.

    The EC has now asked Jagan to give advertisements in newspapers and sk for objections if any to the name of the party.

    Fire: Nearly 70 per cent city buildings are unsafe

    2011/12/19 17:35:30 The fire accident in a commercial complex on Road No 1 at Banjara Hills on Monday evening should be an eye opener for the Fire Services Department and other departments.

    The statistics related to violation of fire safety norms in the high rise buildings in the Greater Hyderabad Municipal Corporation limits present a shocking picture. Of more than 7,000 high-rise buildings in the GHMC limits, less than 30 per cent have obtained a No Objection Certificate from the Fire Prevention Wing of the GHMC.

    The GHMC staff, it appears, did not wake up, even after several major fire accidents reported in the city in the last few years.
    They include the incidents at the High Court building, Secretariat, Shanti Fire Works at Osmangunj and Pushpanjali Complex at Koti. The shocking fire accident of AMRI Hospital at Kolkotta should have forced the GHMC to adopted stringent norms with regard to fire safety in high-rise buildings. But that did not happen.

    As per the statistics, of nearly 5,000 residential apartments and 1800 commercial complexes, a whopping 65 to 70 per cent buildings are totally unsafe.

    Of about 600 hospitals in the GHMC limits, only 150 hospitals have secured the NOCs on fire safety. A majority of 50 multi-storeyed corporate hospitals too do not have sufficient fire safety measures or equipments. According to an official, at least 60 per cent of patients or inmates in nearly 300 hospitals would not be able to escape in case of a major fire.

    Similar is the case of 1860 schools in the GHMC limits where more than 5 lakh students are studying. Of them, only 300 schools have taken the NOCs on fire safety. It means that as many as 1500 schools have not even applied for the NOC from the GHMC's Fire Prevention Wing.

    Of 300 major hotels, nearly 25 to 30 per cent have no fire safety norms. Likewise, nearly 800 small and medium lodges have nothing in terms of fire safety.

    After the Kolkotta incident, the GHMC has started the inspection of fire safety measures in hospitals. However, due to shortage of staff and resources, it would take at least one year for them to complete the inspection of 600 hospitals.

    Under this scenario, one can imagine how much time the GHMC or other departments would take to complete the inspection of nearly 7,000 buildings in the city. These statistics would force the common man to think whether safety in case of fire would ever be a reality in Hyderabad. (INN)

    Two held for cheating vehicle finance companies

    2011/7/14 9:20:22 Central Crime Station sleuths on Thursday nabbed two persons for cheating Banks and finance companies for obtaining multiple finance on vehicles by forging documents.

    According to Detective Department Deputy Commissioner of Police J Satyanarayana, five four-wheelers besides other incriminating items were seized from the two accused. The arrested persons have been identified as Thandava Sainath (29), a resident of Defence Colony, Sainikpuri and Avancha Veerendra Nath alias Veeru (31), a resident of JP Colony, Patancheru of Medak district.

    Both the accused are car financiers and used to prepare preparing fake Registration Certificate cards of four wheelers, Driving licences, birth certificates of GHMC, Ration Cards, Electricity Bill etc with the help of computer by using latest software technology.

    Mr Satyanarayana revealed that Sainath, having computer knowledge used to prepare NOC’s of various financial firms and RTA documents. He, with the assistance of Veeru and others, used the fabricated documents to obtain multiple finance on various vehicles, thereby cheating Banks and private finance companies.

    Sai has prepared the fake birth certificates and ration cards for address proof.

    Among the items recovered from the accused are five four-wheelers, including an Innova, a Swift, an Alto, a Maruti, a Quailis, a computer system, Scanner and cutter, Hard Disk, 30 fake Registration Certificate cards and 40 fake rubber stamps of various Departments.(INN)
