Pradesh Congress Committee president D Srinivas on Thursday directed all the MLAs and Council Members of the Party to attend the two-day Session of the Legislature to be convened on June 4.
According to sources, the PCC chief directed all members to attend the Legislature meeting at 12 to discuss the election of Speaker and Deputy Speaker posts.
The meeting will also elect the Legislative Council Chairman in the evening session.
Meanwhile, the state government issued notification for the election of the Speaker and Deputy Speaker.
Earlier, since the appointment of Kiran Kumar Reddy as Chief Minister, Deputy Speaker Nadendla Manohar has been discharging responsibilities as Speaker of Assembly.
According to relevant sources, Deputy Speaker Nadendla Manohar will be elected as Speaker and Minister for Legislative Affairs D Sridhar Babu will be elected as Deputy Speaker. Sources say that Deputy Speaker Nadendla Manohar has already submitted his resignation from his post, thus paving the way for elevation to the Speaker’s post.
Mr Sridhar Babu has reportedly called other party leaders seeking support for his candidature for the Deputy Speaker post.
In this regard, Mr Sridhar Babu is likely to meet Telugu Desam Party president N Chandrababu Naidu on Thursday evening, seeking his support for his candidature.
Meanwhile, Dr A Chakrapani is likely to be re-elected as the Legislative Council Chairman. Sources say that the above names have the Congress High Command’s blessings

Pradesh Congress Committee president D Srinivas was conspicuous by his absence when Chief Minister N Kiran Kumar Reddy proposed the names of Nadendla Manohar and Batti Vikramarka as the party nominees for the posts of the Speaker and Deputy Speaker of the state Assembly.
Government Whip Kondru Murali seconded the proposal.
The name of Mr Manohar as Congress nominee for the Speaker’s post was proposed by both the Chief Minister and his Cabinet colleagues, while the name of Mr Vikramarka for the Deputy Speaker’s post was proposed by Mr Kondru Murali and other Ministers.
The Chief Minister also proposed the name of A Chakrapani and Nethi Vidyasagar Rao for Legislative Council Chairman and Vice-Chairman respectively.
MLC Indrasena Reddy seconded Dr Chakrapani’s name and Council Whip Shivaram Reddy seconded Mr Vidyasagar Rao’s name.
Later Mr Manohar and Mr Vikramarka submitted their nominations for the Speaker and Deputy Speaker posts respectively to Secretary of the state Legislature A Raja Sadaram.
Similarly, Dr A Chakrapani and Nethi Vidyasagar Rao submitted their nominations for Council Chairman and Vice-Chairman posts respectively.
Ministers Dharmanna Prasad Rao, Sailajanath, D Manikya Vara Prasad Rao, Danam Nagender, DK Aruna, Sunitha Lakshma reddy, Anam Ramnarayana Reddy, Botsa Satyanarayana, Pithani Satyanarayana Rao, Vatti Vasanth Kumar, Erasu Prathap Reddy, K Balraju, Basavaraju Saraiah, Praja Rajyam Party president K Chiranjeevi and AIMIM MLA Syed Pasha Quadri were present.
Later, the Congress Ministers proceeded to the Praja Rajyam Legislature Office seeking the PRP’s support for the elections and the No Confidence Motion.

2011/6/4 9:48:55 A Chakrapani and Nethi Vidyasagar Rao on Saturday were elected as Chairman and Vice-Chairman of Legislative Council unanimously.
Council Pro-tem Chairman Basava Punnaiah conducted the election.
Their election was a foregone conclusion as no other candidates had filed nominations for the posts. Chief Minister N Kiran Kumar Reddy and other party leaders congratulated both Dr Chakrapani and Mr Vidyasagar Rao.
Dr Chakrapani had stepped down from the Council Chairman’s post following his term as MLC coming to a close. He was renominated from the Governor’s quota, clearing the decks for his re-election.
Chakrapani accepts Mohan Reddy's resignation as MLC
2012/5/18 7:25:30 Hyderabad, May 18 (INN): State Legislative Council chairman Dr A Chakrapani on Friday accepted the resignation of SV Mohan Reddy as the member of the council.
Mohan Reddy was elected to the council from the local bodies of Kurnool district in March 2011. On May 9, he resigned as MLC as well as from the primary membership of the Congress party. Since he was moving very close to YSR Congress party, the ruling party lodged a complaint with the Council chairman Dr Chakrapani seeking his disqualification.
He was also served a notice and a day after appearing before the Council Chairman, he submitted his resignation as the MLC.
Mohan Reddy welcomed the chairman's decision and said now he could work independently for the YSR Congress party.
2012/1/13 10:15:13 Congress whip in the Legislative YS Sivaram Reddy on Friday lodged a complaint against YSR Congress party loyalist MLCs Konda Murali, Pulla Padmavati and SV Mohan Reddy with Legislative Council Chairman A Chakrapani.
Lodging the petition at his chambers, Sivaram Reddy said that the Congress party seeks disqualification of these MLCs for indulging in the anti-party activities with the active support of Jagan group. Receiving the petition, Council Chairman A Chakrapani said that he would look into their issue and take disciplinary action as per the established norms.

2012/2/1 14:26:17 Expressing serious dissatisfaction and unhappiness over the attitude of Legislative Council Chairman A Chakrapani in appointing members to various committees, Telangana Congress MLC K R Amos on Wednesday submitted his resignation from both the Ethics and Estimate committees.
Talking to media persons in Assembly premises, Amos criticized the attitude of Dr Chakrapani in not giving preference to seniors in appointing committees members.
Alleging that great injustice was meted out to Telangana region in these appointments, he said that R Chakrapani insulted senior members of the Council by giving priority to juniors in committee posts and particularly to those members who were from coastal Andhra and Rayalaseema regions.
“Dr Chakrapani is showing discrimination towards senior leaders in awarding committee chairmens’ posts as they belonged to the Telangana region,” he pointed out. Raising serious objection over appointing first time Council member M S Prabhakar as chairman of Ethics Committee, Amos said that he would raise this issue before party high command and seek justice.
MLCs Kanakula Janardhan Reddy and Yadav Reddy also expressed displeasure over the appointments and wanted party high command to do justice to Telangana MLCs in the committees. (INN)
Chakrapani expresses satisfaction over Council's performance
2012/4/2 7:27:11 State Legislative Council chairman Dr A Chakrapani on Monday claimed that this year's budget session was much better in terms of performance and output.
Addressing a press conference here, Dr Chakrapani said that compared to last year's 45 hours and 46 minutes, the Legislative Council functioned for 78 hours and 46 minutes this year. This year as many as 144 questions were answered compared to last year's 124 question. As many as six Short Questions, double than last year's, were also answered during the budget session. Compared to last year's 185 supplementary questions, this year the number was 493.
Dr Chakrapani said that the Legislative Council took up two short debates on SC, ST sub-plan and Excise Bill. Further, 17 Bills were also passed and two House Committees including a Joint House Committee on land allotments were constituted.
The Council Chairman said that from the next session, the Standing Committees would be constituted on the lines of Parliament's Standing Committee. He expresses satisfaction over the smooth functioning of the House and claimed that several issues of public importance were discussed during the session.
Regarding the disqualification petitions of rebel Congress MLCs, he said he was in received of three petitions and action would be taken only after the receipt of counter from the MLCs concerned.

2012/1/17 14:16:54 Legislative Council Chairman A Chakrapani on Tuesday served notices to rebel Congress MLCs Konda Murali, Pulla Padmavati and S V Mohan Reddy seeking explanation on their alleged anti-party activities. These MLCs are now sailing with the YSR Congress party.
While issuing notices, the Council Chairman directed them to submit their explanation within one week over their disqualification petition.
Chakrapani served notices on MLCs following a petition submitted by the Congress Whip Y S Sivaram Reddy last Friday seeking disqualification of these MLCs for indulging in anti-party activities with the active support of the Jagan group.

Talking to media persons at Assembly premises, Janardhan Reddy slammed Chakrapani for showing discrimination against Telangana leaders during the appointment of various committees. He said that injustice has been done to all leaders from the Telangana region.

2012/2/13 6:56:28 Family Welfare Minister DL Ravindra Reddy is reportedly affected with chicken pox and therefore, he will not be able to attend the crucial budget session of legislative assembly and council for the next 10 days.
Ravindra Reddy on Monday wrote a letter to Speaker Nadendla Manohar and Council chairman Dr A Chakrapani to inform them that he would not be able to attend the session for 10 days due to health reason. He said he has been advised 10 days rest by the doctors and therefore, he would not be able to attend the session.
He requested them to postpone the questions pertaining to his department till he returns.
The minister has also written a letter to Chief Minister N Kiran Kumar Reddy informing him about his health condition. (INN)

Hearing on rebel MLCs disqualification petition adjourned
2012/5/11 3:52:06 Hyderabad, May 11 (INN): Government whip and MLC Rudraraju Padmaraju informed that Legislative Council Chairman Dr Chakrapani has adjourned the hearing on disqualification petitions pending against MLC Pulla Padmavathi and Kondru Murali, who indulged in anti-party activities, to May 18 and May 28 respectively.
Talking to media persons at the Congress Legislature Party Office, Rudraraju Padmaraju stated that Kondru Murali has sent a letter stating that his health condition was bad and sought 40 days time to appear before the Council Chairman. However, Council whip Shivarami Reddy raised objection for this.
Meanwhile, Pulla Padmavathi, in a letter, stated that she has not indulged in any anti-party activities and would continue as loyal worker of Congress party. Regretting her activities with the YSR Congress party, she said that she would work as a loyal worker and campaign for the party if the leadership directs her to so.

2012/3/16 7:15:37 CPI Floor leader J Wilson on Friday moved adjournment motion in the council demanding discussion on land and house sites distribution among poor.
Wilson said that five phases of land distribution took place but it was astonishing that at some places where pattas were given, land was not identified and at some places where land was identified, pattas were not distributed. He appealed to government to take steps for distributing of title deeds to genuine beneficiaries before the end of sixth phase of land and house sites distribution.
Wilson also appealed to government to take suggestions of Koneru Ranga Rao Land Reforms Committee during land and house sites distribution. However, the council chairman Dr A Chakrapani rejected the motion.
CPI floor leader C Seetaramulu on Friday placed adjournment motion in the council demanding discussion on the problems being faced aided teachers. Stating that there many posts were lying vacant in the aided schools, he said that the government was yet to frame service rules for municipal teachers. He said that the teachers were forced to stage dharnas at Indira Park pressing to address them.

2012/2/23 5:34:15 State Legislative Council chairman Dr A Chakrapani on Thursday rejected the adjournment motions moved by different members.
TRS MLC N Laxman Rao demanded that the State Government honour the promises that it made with the employees to make them withdraw the 42-day long general strike. Moving an adjournment motion in the Council, he said that in the agreement it was promised that the 42 days strike period would be counted as leave, half salary for the strike days would be given and cases against the employees would be withdrawn. However, nothing concrete has been done yet.
Teachers' member of the council, MVS Shastry, in an adjournment motion raised the issue of contract employees in the State and demanded that their services be regularised. Another member P Laxman Rao demanded filling up of thousands of posts lying vacant in 179 aided-degree colleges across the State. (INN)
Business held in council for first time in four days
2012/2/17 7:12:00 The Andhra Pradesh Legislative Council held business for the first time on Friday in the last four days.
When the members assembled in the House, the CPI and CPM gave adjournment motions on different issues. CPI floor leader J Wilson raised the issue of SC, ST sub-plan and alleged that funds from these departments were being diverted to complete other works. He urged the government to frame new laws to stop diversion of funds meant of SC and ST welfare.
Raising the issue of Teachers Eligibility Test, CPM leader Seetaramulu said that there was no need of TET and the government should continue with the system of DEd and DSc exams for the recruitment of teachers' posts.
The lone TRS MLC Nardas Laxman Rao raised the issue of Telangana and asked the council to pass resolution in favour of separate Telangana.
However, Council chairman Dr A Chakrapani rejected all the adjournment motions. The TRS member then staged a walkout in protest. (INN)
2011/12/19 1:37:00 Pradesh Congress Committee president Botsa Satyanarayana on Sunday stated that the PCC would appoint office-bearers to 11 District Congress Committees soon.
Talking to media persons at Ministers Quarters, Botsa Satyanarayana said that the process of appointments to district units would begin within two-three days after consulting Chief Minister N Kiran Kumar Reddy on Monday. He said the party would also announce aspirants for by-elections to be held in the constituencies of disqualified MLAs by December 30.
He said that the wings in PCC would be revamped soon. He said that Chief Secretary Pankaj Dwivedi and Anti Corruption Bureau Director General have been asked to submit report on raids of probing agency on liquor syndicate in the State to the government.
Based on the report submitted by the probing agency, the government would initiate action against guilty officials and Ministers, if found involved in the scam. The PCC chief said the Congress party would file a petition with Legislative Council Chairman A Chakrapani seeking to disqualify three MLCs—Pulla Padmavathi, Konda Murali, S V Mohan Reddy for indulging in anti-party activities.
The PCC would also initiate action against MLC Jupudi Prabhakar Rao under the Anti Defection Act. (INN)

However, sources say that the ballot would be secret to elect the 18th Speaker and his Deputy.
Earlier, the state government had issued notification for the election of the Speaker, his Deputy, the Legislative Council Chairman and Vice-Chairman. Following the notification, Government Whip Kondru Murali Mohan on Friday asked the Congress MLAs to vote for party candidates and issued a Whip to them in this connection.
Talking to media persons at Assembly premises, Mr Murli said that the party had made it mandatory on its MLAs to participate in the two-day Sitting of the Assembly and exercise their vote in favour of the party candidates for the posts of the Speaker, Deputy Speaker, Legislative Council Chairman and Vice-Chairman.
The Government Whip also added that Pro-tem Speaker JC Diwakar Reddy will take a decision on whether voting would be conducted secretly or the House would adopt the Open Ballot method.
Mr Murali called upon the members of the Telugu Desam Party in particular and other parties’ in general to cooperate with the government in electing the Constitutional posts according to tradition.
“We have to respect the tradition of electing Speaker, Deputy Speaker and Legislative Council Chairman unanimously without giving room for any acrimony,” he pointed out.
Meanwhile, senior TDP leader Payyavula Keshav said that the TDLP would meet at 9 AM on Saturday and his party would issue a Whip directing the MLAs to vote for the party candidates.
He also challenged YSR Congress Party president YS Jaganmohan Reddy to prove how many Legislators support him.
2012/2/7 10:37:55 Hyderabad, Feb 7 (INN): Pradesh Congress Committee president Botsa Satyanarayana on Tuesday asked the senior leaders in the party not to get disheartened for their non-inclusion into the Council of Ministers.
Talking to reporters at Gandhi Bhavan, Botsa said that the induction of three ministers into the State Cabinet was inevitable to maintain regional balance and to quell the criticism that injustice was done to particular regions. Therefore, Chief Minister N Kiran Kumar Reddy has included three ministers in his council on Monday.
Botsa assured that the services of senior leaders would be utilised for the party and the government, as and when required. Therefore, he requested the leaders not to express their displeasure in open. He said steps would be taken to ensure that leaders across the State do not feel ignored by the party.
The PCC chief also defended the proposal to elevate erstwhile Praja Rajyam Party president K Chiranjeevi as the party's Deputy floor leader in the legislative assembly.
Speaking about the IAS officials, Botsa said that they always work as per the Rule Book. He said if ministers were indulging in some irregularities then they would go to prison. However, he said the IAS officials alone should be held responsible for the individual decisions.
Botsa also slammed Telugu Desam Party president N Chandrababu Naidu for accusing Congress party of indulging in corruption. Denying Naidu's allegations that he prevented the Anti-Corruption Bureau from conducting raids on the liquor syndicate in north Andhra, Botsa said Naidu should first clear the charges of corruption that he has been facing, before speaking about the ruling party.
