The Indian Administrative Services officials on Friday registered protest against the arrest of IAS officials by the Central Bureau of Investigation in various scams in the State.
Nearly 70 serving IAS officials met Chief Minister N Kiran Kumar Reddy at his camp office at Begumpet on Friday evening. The officials complained that they were being made scapegoat in the cases. They contended that all major decisions are taken by the State Cabinet and the IAS officials simply implement them. Therefore, it was wrong on the part of the probing agencies to hold IAS officials responsible for any wrong doings.
Talking to media persons after meeting the Chief Minister, IAS Officers Association representative Prashant Mahapatra said that the CBI should have enquired about the powers and limitations that the IAS officials enjoy in taking major decision. Therefore, he alleged, that the CBI arrested the IAS officials in different cases without doing its homework. He said the IAS officials have discharged their duties as per the law.

2012/2/5 3:08:15 The IAS officers on Saturday alleged that the Central Bureau of Investigation did not follow the rules in carrying out arrests of IAS officers in the scams.
Talking to reporters after the IAS Officers' Association's meeting here on Saturday evening, Association's leaders said that the IAS officials alone have no powers to issue a GO or take any decision related to policy matters. Instead, he said that the ministers concerned should be held reponsible for the decisions that were taken in all the matters. Former Chief Secretary K Madhava Rao said that the CBI was not aware of the Business Rules and executed the arrests without having the basic knowledge of how a government department functions.
Madhava Rao, Prashanat Mahapatra and other representatives of the Association said while the IAS officials were being summoned to the CBI office for interrogation, the concerned ministers were being spared by the probing agency. They said, if at all some official was corrupt or indulged in irregularities, then the CBI has been showing activism against 'small fish' (IAS officer) than taking action against the 'big fish' (minister).
They said as per the code of conduct the first responsiblity for any irregularity falls on the concerned minister. Therefore, the CBI must restrain from taking action against the IAS officials without following the Business Rules.
However, the IAS officials denied that they were forming some kind of a trade union against the government or the CBI. They indicated that they might explore the legal options against the CBI for the recent arrests that they have made in different cases. (INN)
ACB arrests Excise officials and liquor syndicates
2012/1/29 8:16:49 In an unpredicted move Anti Corruption Bureau (ACB) raids liquor syndicates and excise officials' houses and arrests many officials, Excise constables, syndicate owners, and their staff for making huge loss to Government treasury with their bribery practices.
ACB has conducted raids at Visakha, Srikakulam, Prakasham, Guntur and Nellore districts and arrested 7 Excise Officials and 22 syndicate owners. All of they were charged with bribery, running syndicates against rules and thus making loss to treasury. Among the arrested are Excise CIs, ACs, DCs, ESs and Head constables.
Officials in Excise department and the Liquor merchants flay ACB for arresting as if they are thieves. They said they are the main sources for Government's revenue, yet being treated as thieves. They condemn the arrests and the way they have been treated. Several liquor shops running under the syndicates have closed the shops in protest against the arrests.
However, the ACB stands firm on its action.
But, many of them syndicate owners are with the opinion that it is nothing but a strategic political move made by a key person in the Government, who wants to show his rivals what he can do if they try to play political games with him. The selective raids and arrests of particular people in particular places by ACB is itself considered an indication of the strategy.

2011/11/19 16:02:31 (IANS) Four British men have been charged with raising funds for terror purposes and of travelling to Pakistan for terrorist training, a media report said Saturday.
Khobaib Hussain, Ishaaq Hussain and Shahid Kasam Khan -- all 19 years -- and Naweed Mahmood Ali, 24, were Friday night charged with the crimes by the Crown Prosecution Service, Sky news reported.
All four were arrested from their homes in Sparkhill area of Birmingham by officers from the West Midlands Counter Terrorism Unit Nov 15.
Police said the arrests were "pre-planned" and were part of a major ongoing investigation.

The ACB raids which is said to be encircle PCC president Botsa Satyanarayana with liquor cases, unpredictably misfires and squares the Excise Minister Mopidevi Venkata Ramana. This not only gives a weapon to disgruntled DL, but also creates new enemies for Chief Minister Kiran Kumar Reddy inside the party and in the Government. While, DL plays the cast-card to corner the Chief Minister, the dissidents in the party is said to be uniting under Botsa leadership to make their next move against the CM.
Then, the IAS officers who feel insecure with CBI arrests express their anguish openly to the Government. Although, Kiran Kumar Reddy is not accountable for CBI arrests, it is directly affecting his administration.
In addition, Telangana Congress rebels are always there to criticize every move made by Kiran Kumar Reddy on regional grounds.
Now, we are watching many of our Ministers, MLAs and IAS officers are more concerned about their chairs, playing political games with their rivals and attending the court cases than doing their jobs for which they are being elected and paid. Collectively they bring the Government virtually to a stand still and make people regret for electing such leaders.
Perhaps, no Congress leader may agree with this but all these developments are not helpful to it anyway. Unless, it rectifies its governance at the earliest it is going to provide an opportunity to its rivals. Hope Congress party will wake-up before it is too late.
Repressive govt out to foil OU students’ protest: Etela

“However, the government is making efforts to foil the hunger fast and is resorting to illegal arrests. A heavy contingent of police forces has been deployed outside the campus they are not allowing the students inside the campus,” Mr Rajender said.
He warned Director General of Police V Dinesh Reddy and Chief Minister N Kiran Kumar Reddy of serious consequences if the students who have been arrested illegally are not released and the forces withdrawn from outside the campus.(INN)

2011/10/16 20:29:47 Over 300 farmers staged a sit-in protest in front of Shyamapet Police Station on Sunday in protest against non-availability of fertilizers.
According to reports, over 300 farmers have queued up at a shop since Saturday night to buy the fertilizers. However, in view of the huge crowd and shortage of stock, the shop keeper downed the shutters stating that he would sell the fertilizers only after getting police security.
Angered over closure of shop, the farmers staged a sit-in dharna to protest against the police for not providing security at the shop due to which they could not buy the fertlizers for their crops. (INN)

Govt issues Ordinance for Sp Officers to district, Mandal Parishads
2011/7/21 9:48:03 The state government hurriedly issued an Ordinance to appoint Special Officers to the district and Mandal Parishads has been issued as the terms of the present batch of Special Officers ended on Thursday.
The state government’s inability to conduct elections to the district and Mandal Parishads as per schedule resulted in a vacuum and the current Ordinance empowers the district Collectors to appoint Special Officers tomorrow.
Once again, the district Collectors will be over all in-charges of all district and Mandal Parishads from tomorrow.
The government flatly rejected the elected representatives’ plea to continue the Chairmen and members of the district and Mandal Parishads. Instead it chose to pave the way for appointing the Special Officers and empower the district Collectors with more teeth.
An ulterior motive has been attributed to issue of the Ordinance only with an intention to provide more teeth to the District Administration for another six months which facilitates the government to settle down the political dust created.
District level officers from Agriculture, Horticulture, Veterinary, SC/BC Corporations will be appointed as Special Officers for a six-month term.
The government is to be blamed for neglecting the Constitutional directive which specified clearly that the new working committee be appointed before the end of the 5-year term.
In the absence of powers in the Panchayati Raj to appoint Special Officers to the district and Mandal Parishads, the government began the exercise to amend the Act last month through the Ordinance, issuing it on Thursday as the term of Special Officers ended today.
The term of next batch of Special Officers (from Friday) is six months and in case the elections are not held again within this period, there is a possibility to extend the Special Officers’ term again due to government’s manipulations.
In an exclusive interaction with INN, Panchayat Raj Principal Secretary Rajiv Sharma informed that in 2000, the then government postponed the Parishad polls and at the intervention of the High Court elections were held. Mr Sharma asserted “the current Ordinance serves to bridge a vacuum.”
After the notification is issued through a GO, the Collectors will be authorized to appoint the said officers.
The government has directed the Mandal Parishad development officers to inform the members and presidents of Parishads about the Ordinance and take their attestations.(INN)
2006/11/18 2:50:32 British police have seized about 1.5 lakh pirated Bollywood DVDs and other counterfeit goods worth over five million pounds in a raid at a London suburb.
Four people were arrested and three cars seized from Hayes, near Southhall, with more arrests expected to follow, police said on Saturday.
Acting on a tip-off, officers carried out the raid under "Operation Don", code-named after a Bollywood action flick, and seized almost two million items.
The estimated 13 tonnes of merchandise included about two lakh counterfeit DVDs, three-quarters of which were Indian titles, as well as CDs and sports goods.
More than 6,000 pounds in cash were also recovered. The investigation was led by Ealing Council's trading standards officer.
2011/10/19 7:46:08 Nine Congress MPs from Telangana region on Wednesday decided to surrender the security provided to them by the State Government.
The MPs including Telangana Congress Steering Committee convenor K Keshava Rao and eight Lok Sabha MPs from the region have decided that they would surrender the gunmen provided to them by the City Police. The MPs have conveyed the decision to Chief Minister N Kiran Kumar Reddy, Home Minister P Sabitha Indira Reddy, DGP V Dinesh Reddy and PCC President Botsa Satyanarayana by written a common letter to all of them.
The MPs took the decision in protest against a comment allegedly made by AP Police Officers Association president Chalapathi Rao saying that the politicians would not survive without gunmen and that the security persons of the MLAs would resort to “gun down” as shown in the film “Operation Duryodhana.”
Earlier, in protest against the same comments, all the 12 MLAs of the Telangana Rashtra Samithi on October 17 announced that they were surrendering their gunmen to the superintendents of police of their respective districts. They wrote letters to this effect to the SPs, asking them to take back the security provided to them. (INN)

2012/2/5 12:23:01 The statement of IAS officials that they were being harassed by some ministers has evoked mixed response from the political circles.
Congress MP Undavalli Arun Kumar slammed the IAS officials for trying to shift the blame on minister for irregularities. He said large scale corruption or irregularities in any department were not possible without the nexus of concerned ministers and babus. Therefore, it was wrong on the part of the IAS officials to blame the ministers.
Although rules and regulations are framed by the elected representatives, they are implemented by the IAS officials; Undavalli said adding that feigning ignorance about misdoing in their department was ridiculous. The IAS officials have ignored the basic fundamentals of Indian Administrative Service by speaking out in open about the issue, he said.
BJP State unit president G Kishan Reddy asked as to why the IAS officials did not use their powers when some ministers were indulging in corruption. He described the IAS officials' protest as 'childish' and demanded that the CBI take action against both the IAS officials and minister who were involved in corruption.
TDP leader Yanamala Ramakrishnudu alleged that the 'big fish' that IAS officials have referred to was none other that YSR Congress party president YS Jagan Mohan Reddy. He said that the IAS officials never faced problems during the TDP's rule. However, they have been facing serious allegations of corruption and a few of them have landed in prison due to the corrupt practices of Congress government in the State. (INN)
2012/4/29 6:44:54 Hyderabad, April 29 (INN): Rajya Sabha MP Palvai Govardhan on Sunday asked the Congress MPs from the Telangana region to change their mode of protest to achieve statehood for the region.
Talking to reporters at the Congress Legislature Party office, Govardhan said that the recent protest by eight Congress MPs from the region in the Lok Sabha led Congress president Sonia Gandhi to believe that she was being blackmailed to take an early decision on Telangana. He said the behaviour of Lok Sabha MPs did not look like an appeal, but it was more like a protest done by opposition members.
Govardhan said that the protest by eight Lok Sabha MPs has further delayed the decision on the Telangana as it has angered the Congress president. He said that the MPs have a right to mount pressure on the Congress High Command, but they should soften their mode of protest. He advised the Lok Sabha MPs to change their behaviour to ensure an early decision on the Telangana by the Centre.
The Rajya Sabha MP said that the Lok Sabha MPs should also ensure their behaviour does not affect the prospects of Congress party in the region.
Police Beating of Suspects Is Taped by TV Station in Philadelphia
2008/5/7 21:13:38 About 12 police officers were videotaped on Monday beating three men in response to a drug-related shooting, and six of the officers have been removed from street patrols, Police Commissioner Charles H. Ramsey said Wednesday.
In the incident, captured by a Fox TV helicopter, officers surrounded a car carrying the three men. They were pulled from the car, and two were kicked and punched on the ground by officers on the driver’s side. The third man was beaten by other officers on the passenger side.
The incident, on Monday night, in the Hunting Park section followed the shooting death of Sgt. Stephen Liczbinski, 39, a 12-year member of the force, on Saturday in the nearby Port Richmond section.
Sergeant Liczbinski was pursuing three robbery suspects. Two people were arrested in that shooting. The third eluded a round-the-clock manhunt.
Mr. Ramsey said at a news conference that the police were under great “stress and pressure” after Sergeant Liczbinski’s death. He is the third Philadelphia officer to be killed in the line of duty in the last two years.
But, Mr. Ramsey added, there was no excuse for the behavior on the videotape.
The video is being examined to try to identify more officers involved in the beatings. Mr. Ramsey said he expected more officers to be reassigned to administrative duties as a result.
District Attorney Lynne Abraham will decide on filing criminal charges against the officers, Mr. Ramsey said.
The new mayor, Michael A. Nutter, has emphasized reducing the violence that has given Philadelphia one of the highest murder rates in the nation.
Mr. Nutter and Mr. Ramsey are trying to overcome decades of distrust between the mostly black residents of areas like North Philadelphia and a largely white police force.
The beating victims, all from North Philadelphia, have all been charged with assault, conspiracy and recklessly endangering another person. D. Scott Perrine, a lawyer for the three, called the incident a blatant example of police brutality.
“We have not seen stuff like this since the 1960s and the 1970s in Philadelphia,” Mr. Perrine said. “These officers are criminals, and they should be prosecuted.”
He denied that his clients had any connection with the shooting of Sergeant Liczbinski, and he said the Police Department was seeking to explain the “zealousness” of the officers in the incident by saying the force as a whole was distressed and exhausted by the sergeant’s death.
