He was referring to the cases being filed against the government in different courts by the opposition leaders on various allegations of corruption. Members caught sitting during National Anthem, make amends
2011/6/4 2:53:59 Confusion reigned at the start of the seventh Session of the 13th Legislative Assembly, so much so that the MLAs, including Chief Minister N Kiran Kumar Reddy and Leader of the Opposition N Chandrababu Naidu were seen sitting even as the National Anthem started to be played inside the House.
Pro-tem Speaker JC Diwakar Reddy noticed the inadvertent error by most of the Members and alerted the Members who seemingly did not notice that the National Anthem was being played.
The prompting by the Pro-tem Speaker immediately had the desired effect and the Legislators stood up in respect of the National Anthem, which was restarted.
Later, Mr Diwakar Reddy was taken to task by Telugu Desam Party president N Chandrababu Naidu for ‘forgetting’ to announce his party candidate K E Krishnamurthy for the Speaker’s post.

Mr Naidu also objected to Mr Diwakar Reddy’s sudden decision to conduct the election for the Speaker’s post through an open ballot method instead of secret ballot method as per the notification issued earlier.

The former minister’s statement comes in the wake of the state High Court ordering the Central Bureau of Investigation to probe into illegal land allotments which took place during the tenure of former chief minister Dr YSR.
Mr Diwakar Reddy also found fault in the statement of YSR Congress Party president YS Jaganmohan Reddy that the Chief Minister could not be held responsible for the decisions taken by Cabinet collectively.
“The Chief Minister is responsible for all decisions taken by the Cabinet since he is the Head of the Government,” the former minister said, pointing out that he had opposed to implementation of Rs 2-a-kg rice and free power supply to farmers. “However, former chief minister Dr YSR had brushed my objections aside and implemented these scheme,” he stated.

Talking to media persons on Assembly premises after returning from New Delhi, Mr Diwakar Reddy said that, “There is no question of me resigning from my elected post. Unlike the last time, I will not resign this time around, but instead would accept the High Command’s decision on Telangana.”
Describing the Telangana issue as a sensitive one, the senior leader stated that the Centre would find a solution to it soon. He added, “Seemandhra leaders are bound to obey the Centre’s decision.”
Mr Diwakar Reddy had tendered his resignation to protest against the December 9, 2009 statement made by Union Home Minister P Chidambaram in which he had said that the process for formation of Telangana had begun. The spate of resignations by the Seemandhra leaders at that time had forced the Centre to constitute the Srikrishna Committee.

2012/1/29 9:15:50 Former Minister JC Diwakar Reddy on Sunday reiterated that power sharing was the best solution to resolve the separate Telangana issue.
Talking to reporters, Diwakar Reddy said that the demand for separate Telangana was never raised when the State Government was headed by a leader from Telangana region. Citing examples, he said the statehood demand never surfaced during the rule of Jalagam Vengal Rao, T Anjaiah, PV Narasimha Rao or M Chenna Reddy. However, the Telangana agitation reached its peak whenever a leader from Seemandhra region was made the Chief Minister.
The former minister claimed that the Telangana agitation was not about statehood for the region, but for the Chief Minister's post. Therefore, sharing of Chief Minister's posts between the two regions would be best solution to resolve the issue permanently.
Diwakar Rao suggested that legislation should be brought to make it mandatory that the State would be ruled by a chief minister from Seemandhra region for three years and by a Telangana leader for two years. He said irrespective of which party comes to power, the power sharing pact should be strictly implemented. He said he would take forward this suggestion to the next level by holding discussions leaders of all political parties. (INN)

Talking to media persons in the city, he said that the government could implement the welfare schemes if it has ability to mobilize sufficient resources to fund them. Otherwise, the welfare schemes launched by Chief Minister N Kiran Kumar Reddy would put heavy burden on the State's exchequer, he pointed out.
Diwakar Reddy said that the schemes like Rs 1-a-kg rice would not serve any purpose at a time when people are expecting the government to take steps for containing increasing prices of essential commodities. “The populist schemes will only increase the burden on the State's exchequer. Instead of launching such schemes, the government should make concrete efforts to reduce the prices of essential commodities,” he said.
The former minister said that his prediction came true about the Congress MLAs, who switched loyalties towards YSR Congress, returning to party fold. (INN)
Sharing formula to end political uncertainty: J C Diwakar
2011/7/17 4:13:00 Former Congress Minister J C Diwakar Reddy on Sunday ,speaking to media in Assembly premises, stated that he has proposed sharing of power between Seemandra and Telangana regions only with an intention to end political uncertainty in the state.
Mr Diwakar Reddy said that he has proposed this sharing of power formula not to hurt the sentiments of peoples of either region.
Responding on Pradesh Congress Committee president Botsa Satyanarayana taking serious exception on his statement, Mr Diwakar reddy said that he would place this proposal before the Congress high command.
As part of his suggestion for sharing the power, he said the Chief Minister post should be given three years for Seemandra region and remaining two years for Telangana region. As he hoped that this proposal would reduce Telangana agitation to some more extent.
Stating that the Telangana Congress leaders submitted their resignations in a hasty manner and due to pressure mounted on them by other party Telangana leaders, he said that the people of region would backlash if they withdraw resignations now.
And there was no guarantee for the re-election of resigned leaders as promised by the Telangana Political Joint Action committee.
He further alleged that the agitation was launched eyeing on posts, he said that people join politics only to come to power.
Even the two times MLA and Pradesh Congress Committee President Mr Botsa Satyanarayana was also aspiring to become the Chief Minister of the state.
The state capital Hyderabad was not a problem, he said the sharing of river waters between Seemandra and Telangana would pose a major threat.

Talking to reporters here on Wednesday, Diwakar Reddy said that the Congress was ready to face mid-terms term polls in the state. However, the possibility of mid-term polls are very less as there was no threat to continuance of Kiran Kumar Reddy Government. He said the resignation of 26 Congress MLAs in favour of Jagan Mohan Reddy would have no impact on the state politics in the longer run.
The former minister said that blackmailing was common and part of politics and therefore, the resignation by 29 pro-Jagan MLAs was one such move to halt the CBI probe. However, the move has failed to make an impact. He said that the Jagan Mohan Reddy was miscalculating his strengths. "It is not possible to win elections on sympathy every time. Even Jagan will not able to repeat the performance of last by-elections next time," he said.
Further, not all Congress MLAs who resigned for Jagan will be able to win elections on YSR's sympathy, Diwakar Reddy said adding that election results depend on the individual candidate's profile and also on their opponents. "Therefore, most of the MLAs who have resigned for Jagan Mohan Reddy might not enter the assembly next time," he said.
He also denied reports that YSR Congress party was trying to field his son against him in Tadipatri assembly segment which he represents now. He said he would re-contest from Tadipatri and would also win the same. (INN)

Talking to media persons at the Congress Legislature Party Office here, he said that the Telangana problem could be amicably resolved by sharing the post of Chief Minister between Telangana and Seemandhra leaders. He said that the separation problem got strengthened since most of the time the post of the state’s Chief Minister was occupied by leaders from Seemandhra.
Hence, he suggested that leaders from Seemandhra and Telangana could share the coveted post of Chief Minister for three years and two years in turn.
Mr Diwakar Reddy said that he would hold consultations with all state level leaders in this regard and later take up this proposal to the Congress High Command. However, he hastened to add that this proposal was not against present Chief Minister N Kiran Kumar Reddy.“If we consider this proposal at the implementation stage, we can solve the statehood issue amicably,” he was confident.
He recalled that the same idea was floated during former Chief Minister K Rosaiah’s tenure. However, no one responded positively to this, he added.
Taking a serious note of the desecration of Dr Ambedkar’s statues, he said these were installed at prominent places all over the state to remind people of their services and sacrifices to achieve freedom. (INN)
