YSR alone responsible for his Cabinet’s decision: JC
Senior Congress leader and former minister JC Diwakar Reddy on Tuesday stated that former chief minister YS Rajasekhar Reddy would be held responsible for decisions taken by his Cabinet during his tenure.
Talking to media persons at the Assembly premises, Mr Diwakar Reddy stated that the Cabinet Ministers would not be held responsible for the decisions taken by the Chief Minister.
The former minister’s statement comes in the wake of the state High Court ordering the Central Bureau of Investigation to probe into illegal land allotments which took place during the tenure of former chief minister Dr YSR.
Mr Diwakar Reddy also found fault in the statement of YSR Congress Party president YS Jaganmohan Reddy that the Chief Minister could not be held responsible for the decisions taken by Cabinet collectively.
“The Chief Minister is responsible for all decisions taken by the Cabinet since he is the Head of the Government,” the former minister said, pointing out that he had opposed to implementation of Rs 2-a-kg rice and free power supply to farmers. “However, former chief minister Dr YSR had brushed my objections aside and implemented these scheme,” he stated.
When asked to comment on the illegal allotments of lands, Mr Diwakar Reddy said that it he would not do so as the court was looking at the issue.
Responding on the controversy triggered off by Union home Minister P Chidambaram seeking another resolution on deletion of Clause 14 F from the Presidential Orders, the senior leader stated that the elected representatives have to consult Constitutional and legal experts and seek their advice on the issue.(INN)

2011/8/8 9:17:46 Communist Party of India state secretary K Narayana on Monday demanded that YSR Congress president YS Jaganmohan Reddy reveal the names of the Ministers who were involved in the decision making during the rule of his father and former chief minister YS Rajasekhara Reddy.
Talking to media persons at party office Makhdoom Bhavan, Mr Narayana demanded that the Kadapa MP reveal the names of those Ministers who were involved in the decision making process during YSR’s rule and also back his allegations against these unnamed Ministers with substantial proof.
Mr Narayana was responding to Mr Jaganmohan Reddy attempting to pin the blame of the dubious land allotments by the Andhra Pradesh Industrial Infrastructure Corporation to the Emaar Group as a collective decision by the YSR Cabinet.
Besides this, Mr Jaganmohan Reddy had defended his phenomenal growth in wealth to his business acumen and said that YSR’s Cabinet had taken collective decisions and all the Cabinet members should be held responsible.
“It is the responsibility of Mr Jaganmohan Reddy to disclose the names of those Cabinet ministers, who are involved in taking decisions,” Mr Narayana said.
Besides this, the CPI leader also held former chief minister K Rosaiah responsible for the explosive situation in the state, by saying that it could have been controlled if a resolution had been introduced in the Assembly on Telangana state formation.
“The situation would not have reached such a volatile stage if Mr Rosaiah had introduced a resolution on separate Telangana at that time,” he stated. Mr Narayana added that Mr Rosaiah should be held responsible for political uncertainty in the state.
He warned the government of serious consequences if it invokes the Essential Services Maintenance Act on the agitating Telangana employees.
Mr Narayana also revealed that the CPI plans an anti-graft 24-hour deeksha to be held at a later date at Indira Park. He said that CPI activists would stage an agitation across the state against rampant corruption.(INN)

Talking to media persons here, Botsa Satyanarayana said that the ministers concerned would be held responsible for decisions and they would face consequences. However, he said that the ministers could not be held responsible for behind the scene developments on issuing of GOs. He said that the government was ready to face any kind of investigation related to any issue.

Danam condemns CM for 'unilateral' decision on VAT
2012/4/24 1:52:55 Hyderabad, April 24 (INN): Labour Minister Danam Nagender on Tuesday expressed displeasure over Chief Minister N Kiran Kumar Reddy’s 'unilateral decision' to reduce the Value Added Tax, imposed on the textile and cloth merchants in the State.
Talking to media persons at his residence, Danam Nagender regretted that the Chief Minister took unilateral decision without consulting the Cabinet colleagues despite the Congress emissary Vayalar Ravi directing him to take other cabinet ministers into confidence while taking vital decisions on policy matters. “The key decisions should be taken with the consultation of entire Cabinet. It will send wrong message among people if the Chief Minister takes decisions without consulting Cabinet members and erode party's image,” he said.
Danam said that when he proposed revoking of VAT, the Chief Minister told him that a Cabinet Sub-Committee would be appointed to look into the issue. However, the Chief Minister suddenly changed his stance and took unilateral decision without consulting the other cabinet ministers, he said.
Danam said that he would seek explanation from the Chief Minister over it in ensuing Cabinet meeting. He said that the government should make an ordinance reducing VAT on textiles in the State after a thorough discussion in the Cabinet meeting.
2012/4/6 7:43:53 Pradesh Congress Committee president Botsa Satyanarayana on Friday said that the nominated posts would be filled soon.
Talking to media persons, Botsa said that the PCC would take steps to fill all nominated posts as part of overhauling the party. He said that the high command has asked him to refurbish the party to face the by-elections in the 18 Assembly segments effectively. Ministers should be held responsible for GOs: Shankar Rao
2012/3/17 7:10:40 Former minister Dr P Shankar Rao on Saturday said that the Ministers play a significant role in the issuing of Government Order (s) and they should be held responsible for them.
Talking to media persons at the Congress Legislature Party Office, he said that the bureaucrats would not be held responsible for issue of GOs. Responding to the Supreme Court serving notices to six Ministers over the issue of controversial GOs, he said that the role of bureaucrats would be minor in issue of GOs.
Dr Rao said that officers would follow the directions of Ministers and act as per rules and regulations. He said that the law would take its own course in the issue of GOs and take action against corrupt ministers.
Responding to the demand of opposition parties for dismissal of ministers from the Cabinet, he said that Congress high command and Chief Minister N Kiran Kumar Reddy would take a decision on them at an appropriate time.

2012/4/14 6:35:24 Roads and Buildings Minister Dharmana Prasad Rao on Saturday said that the allotment of land to companies and industries done during the regime of Y S Rajasekhara Reddy were collective decisions take by the entire cabinet.
Talking to media persons after conducting a review meeting on the Prajapatham programme at Zilla Parishat Hall in Srikakulam district, Dharmana Prasad Rao said that the decision to allot lands to Vanpic, Penna Cements and other companies were collectively by the YSR's cabinet. He said that the Revenue Minister alone has no powers to allot even a cent of land for any industries to favour them.
Dharmana Prasad Rao said that Telugu Desam Party president N Chandrababu Naidu was targeting him on land allotments in order to get political mileage on the issue in the ensuing by-elections from Narsannapeta Assembly constituency. He said that he was ready to cooperate with the CBI in the investigations and provide all evidences and material to the agency in connection with land allotments in the State. He said, “I am ready to extend my full cooperation if the CBI calls me again as part of investigations.”

2011/8/14 3:59:40 Textiles Minister Dr. P. Shankar Rao on Sunday demanded that the Central Bureau of Investigation constitute a Special Investigation Team to conduct detailed probe into the illegal assets case of Kadapa MP Y.S.Jagan Mohan Reddy.
In a letter written to the CBI Director, Dr. Shankar Rao said that the SIT should comprise officials of Enforcement Directorate, Income Tax, Ministry of Company Affairs, Chartered Accounts and other legal experts. "The persons involved in the case being powerful and most capable of destroying the available evidence. As such immediate steps may be ordered to seize and confiscate the entire relevant documentary and other evidences," he demanded. Steps for avoiding the undue influence on the material witnesses by the accused should be taken by keeping the accused under judicial custody as being done by the CBI in the cases of similar nature, he added.
The Minister demanded that the CBI should not confine the registration of crime or investigation to the persons and period of the writ petition that he filed before the AP High Court. However, the CBI should probe into all other aspects of criminal conspiracy for the period till filing of charge sheet or it must be till the date of the judgment, i.e. till Aug 10, 2011. "You are aware that criminal conspiracy is always hatched in a dark room. Therefore, meeting of minds is more relevant that meeting of persons. Therefore, one cannot escape on the pretext that 'though he was a concerned minister but was not present in the meeting," he said.
"Similarly, one cannot shrink his responsibility by saying that CM alone is responsible for cabinet decisions. Being a member of a cabinet, particularly in charge of concerned portfolio, one is more responsible for the decision taken with regard to his subject because of which loss to the public exchequer was caused, unless he puts a dissent note to such a cabinet decision," Dr. Shankar Rao said in his letter. Referring the counter affidavit filed Y.S.Jagan Mohan Reddy, the Minister said Mr. Jagan himself demanded probe against 75 per cent of the cabinet ministers of his late father Dr. YS Rajasekhara Reddy, in case of any investigations against him.
"Therefore, the present registration of crime, probe and investigation has to be covering the above aspect in the greater interest of public and to save the public exchequer from the loot," the Minister demanded. (INN)
2011/11/30 14:42:13 The State Cabinet has given nod for filling up nearly 3,000 posts in various departments of the State Government.
Briefing the media persons about the important decisions taken by State Cabinet which met at the State Secretariat here on Wednesday, Information and Public Relations Minister DK Aruna said that the cabinet has decided to recruit 891 teaching and 572 non-teaching staff in 49 polytechnic colleges across the State. Further, the cabinet has also given nod for recruitment of 607 teaching staff in 65 degree colleges in the State. As many as 261 attender and 207 various posts would also be filled in the Tirumala Tirupati Devasthanam.
Aruna said that the State Cabinet had a detailed discussion on drought situation in the State. Although the cabinet did not announce a relief package, it has assessed that about Rs 1500 crore would be required to provide relief to 865 mandals in the State. She said that as many as 11 districts in the State have already been declared drought-hit. The cabinet has also expressed concern over the falling groundwater level in the drought affected districts. While the groundwater level has gone below 300 metres in Mahbabnagar, it has touched 200 metres in Anantapur district.
The Minister said that the State Cabinet has also decided to constitute a cabinet sub-committee to regularise the services of contract junior lecturers on seniority basis. She said that the cabinet has also reviewed the rising prices of essential commodities in the State. Since a cabinet committee has already been formed to suggest measure to control the rising prices, a decision would be taken only after the receipt of committee's report.
Aruna informed that the Finance Department has cleared the proposal to increase Dearness Allowance of government employees and the final decision would be taken in the next meeting of the State Cabinet. Regarding National Rural Employment Guarantee Scheme, the State cabinet has authorised the district administration to conduct the audit of NREGS works in their respective districts. (INN)
YSR denied me cabinet berth for holding Telangana meet: Basvaraj Saraiah
2012/4/19 6:52:44 Warangal, April 19 (INN): Backward Classes Welfare Minister Basavaraj Saraiah on Thursday alleged that he had received a threatening call from former chief minister Y S Rajasekhara Reddy when he was planning to conduct a meeting for Telangana cause in Warangal district.
Saraiah made this controversial statement while participating in Prajapatham programme in Warangal district. He said YSR threatened him of dire consequences if he held the meeting on Telangana. However, he claimed that he went ahead and conducted the convention along with 10,000 workers. He said YSR did not include him in his cabinet as he did not oblige his orders. “Though I was eligible to get a cabinet berth, YSR did not include me in his cabinet,” he claimed.
Saraiah said that he was committed for the Telangana state formation and have been mounting pressure on the High Command towards taking a favourable decision on bifurcation of the State. He said that he would continue his agitation until the Centre announces a decision in favour of Telangana demand.
Botsa asks IAS officials to name corrupt ministers
2012/2/5 12:21:10 Pradesh Congress Committee president and Transport Minister Botsa Satyanaryana on Sunday asked the IAS officials to reveal the names of ministers who are pressuring them to conduct irregularities.
Talking to media persons on the sidelines of a BC convention at Jubilee Hall, Botsa said that the IAS officials should conceal the names of ministers who were indulging in corruption or other irregularities. He said the silence of IAS officials or their tendency to conceal information was responsible for the present situation. He said the IAS officials should disclose the names of all the minister or ex-ministers who pressurised them for irregularities.
Stating that both the corrupt ministers and the officials should face the action, Botsa claimed that those indulged in corruption were living a comfortable life and questions were being raised on the credibility of the present cabinet ministers. He reiterated that the entire cabinet should be jointly held responsible for the decisions. However, he said other cabinet ministers should not be blamed for decisions that were taken at individual levels or behind the scene developments.
The PCC chief advised the IAS officials and also the ministers to approach the court if they feel that injustice was being done to them due to the on-going CBI probes. However, Botsa claimed that the present protest by the IAS officials would not affect the regular functioning of the State government. (INN)
2012/1/19 11:12:48 Pradesh Congress Committee president Botsa Satyanarayana claimed that Thursday's expansion of Kiran Kumar Reddy's cabinet was not based on regional-lines.
Talking to reporters at Gandhi Bhavan, Botsa said that the cabinet expansion was confined to induction of two legislators belonging to Praja Rajyam Party which has merged with the Congress party. He said their induction into the council of minister was done to honour the agreement that the Congress party had with the erstwhile PRP. Therefore, their inclusion should be considered as the induction of two more ministers from the Seemandhra region.
The PCC chief also denied reports that Congress leaders from the Telangana region were unhappy over the cabinet expansion. He said that the Congress High Command would soon fill the vacant posts in the State Cabinet and no injustice would be done with any region.
Botsa also accused some media organisation of trying to create differences between him and the Chief Minister. Citing some reports, he said the recent expansion was being projected as his victory and Kiran Kumar Reddy's loss. He said that the decision to induct two PRP legislators was taken by the Congress high command and everyone has to abide by its decision.

2012/1/17 14:19:23 Handlooms and Textiles Minister Dr P Shankar Rao on Tuesday stated that the Cabinet should be refurbished to improve governance and transparency in the state.
Talking to media persons after emerging out of meeting with SC/ST/BC association leaders at his residence in Ramnagar, Shankar Rao said there was a strong need for revamping the Cabinet to improve the image of government among people.
Faxing an 8-page letter to All India Congress Committee president Sonia Gandhi, he stated that SCs/STs/ BCs should be given berths in the Cabinet during its expansion. He stated that the Congress party should not disassociate itself from under privileged sections during the cabinet expansion and give proper representation to all sections.
The minister expressed displeasure over the police not initiating action on those who attacked during his visit to LB Nagar. He held that supporters of Home Minister Sabitha Indra Reddy, her son Karthik Reddy and LB Nagar MLA Sudhir Reddy were responsible for the attack. 2012/2/7 14:51:17 Cuddapah, Feb 7 (INN): Endowments Minister C Ramchandraiah hailed the Chief Minister N Kiran Kumar Reddy's decision to affect changes in the portfolios of some ministers.
Talking to reporters here on Tuesday, Ramchandraiah said that the portfolios were changed purely due to the administrative reasons and to ensure better functioning of the departments. He advised DL Ravindra Reddy not to feel hurt as some of the portfolios that he held have been given to other ministers.
Ramchandraiah claimed that the Chief Minister would soon induct some senior leaders into his cabinet and maintenance of regional balance in the cabinet would also be ensured.
The union Cabinet on Thursday approved the new incentives to be offered to units settings up semiconductor units and micro and nano technology units.

2012/2/7 14:48:11 Hyderabad, Feb 7 (INN): Family Welfare Minister DL Ravindra Reddy on Tuesday offered to resign from the cabinet, if was proved that he was stripped of significant portfolios due to his failure.
Ravindra Reddy, who handled the composite portfolio of Medical and Health ministry, has been stripped of Health, Medical Education, 104 and 108 Services portfolios after the cabinet expansion on Monday. Now he is left with some insignificant portfolios of APVVP, Arogyasri, Family Welfare and Medical Infrastructure.
The minister, however, claimed that he was not hurt over Chief Minister Kiran Kumar Reddy's decision. However, he maintained that the decision had nothing to do with his performance. He said he would never resort to sycophancy to get the portfolios of his choice. Stating that his burden has been reduced due to the reduction in his portfolios, he said that he would try to perform better and excel in the job assigned to him.
Ravindra Reddy also hinted that the Chief Minister himself would have to take care of the preparations for the likely by-elections in Cuddapah district as he would not be able to handle the responsibility.
Decision on T within 70 days, postpone strike: Shankar Rao
2011/7/30 3:25:21 Handlooms and Textiles Minister P Shankar Rao on Saturday wondered why the Telangana Political Joint Action Committee was unwilling to wait another 70 days for the Centre to take a positive separate statehood decision when the issue had been delayed for decades.
Talking to media persons at the Congress Legislature Party Office, Dr Shankar Rao said that his personal observations have led him to be sure that the Centre will announce a positive decision by mid-October.
“Please wait for another 70 days. The Centre will make a favourable decision on Telangana and announce this,” he said.
Dr Shankar Rao also appealed to the various Joint Action Committees, especially the TPJAC and the employees’ JAC to postpone their strike till after October.
When asked if he and his Cabinet colleagues would continue to work as per their routine till October, Dr Shankar Rao said that, “I am still a Minister in the state Cabinet as my resignation has not been accepted yet. I will continue to be a Minister till such time. I have received indications that the Centre will take a decision by mid-October.”
“What did the Telangana movement gain by the resignations? Our resignations were rejected and it is clear that we have to wait for the Centre to take its own decision at the time it sees appropriate,” the Minister said.(INN)
2011/8/17 7:45:12 The Central Bureau of Investigation on Wednesday filed a First Information Report (FIR) against YS Jagan Mohan Reddy in the illegal assets case. The CBI has initiated the inquiry following an order from the High Court.
CBI's joint director VV Lakshmi Narayana earlier held discussions with the local authorities.
Based on separate petitions filed by Textile Minister Dr. P. Shankar Rao and TDP leader K. Yerran Naidu, the AP High Court had ordered the CBI to probe the alleged illegal assets that the Kadapa MP had amassed during his father's regime as the Chief Minister.
After the registration of FIR, there are speculations that Jagan Mohan Reddy might be arrested. The political analysts are also doing an analysis of a possible outcome of Jagan's arrests and the CBI case. In all likelihood, Jagan is likely to drag several leaders who were members of YSR cabinet into the controversy. Jagan has already stated that the entire cabinet of YSR must be held responsible for any decision taken during his regime.
The ongoing week is likely to be full of action with the possibilities of CBI arresting Jagan Mohan Reddy or conducted search in his premises at a large scale. (INN)
