Allot 33% BC quota in legislative bodies: Babu

Telugu Desam president N Chandrababu Naidu on Friday demanded that the government provide 33 percent reservation for Backward classes in the law making bodies.

Talking media persons after emerging out of meeting convened for empowerment of BCs at NTR Trust Bhavan, Naidu demanded that the government appoint a commission to look into problems being faced by the BCs at the national level. He announced that the TDP would start agitation at the national level to provide 33 percent reservations for BCs in the legislative bodies.

Naidu also demanded that the government should not reduce the 27 percent quota for BCs by providing 4.5 per cent reservation for the minorities. Instead, he said that the minorities should be given separate quota and funds for their empowerment and welfare.

The TDP chief also demanded that the government allot adequate funds in the budget for empowerment of BCs. He took serious note on the inclusion communities in the BCs list without allocating sufficient funds for their welfare and increasing reservation quota. (INN)

    Govt likely to bring in Ordinance to postpone Local Bodies elections

    2011/6/9 9:22:11 The government is said to have approached the Governor for issue of an Ordinance to postpone the Local Body elections in view of certain irritants cropping up in the system, specifically the quota issue of the Backward Classes.

    The Apex Court had already limited the ceiling quota to 50 per cent and in the light of this, ruling the government has been placed in a piquant situation.

    According to government sources, Chief Minister N Kiran Kumar Reddy had already written a letter to Governor E S L Narasimhan in this regard.

    The cited Ordinance may be issued any time from now, most probably on June 11. Mr Kiran Kumar Reddy has also held discussions with his cabinet colleagues on the contentious issue.

    The term of office of the MPTC and ZPTC will come to an end in July (22 and 23) and that of the Sarpanchas in August (August 22 and 23).

    But going by the current pace of developments, the preparedness for the elections could at best be described as tardy as the Court has already been moved over the issue of quota to the Backward Classes in the said elections.

    There is therefore a possibility of postponing the said Local Body elections.

    Following a writ petition challenging the action of the authorities in not implementing the categorisation of reservation for Backward Classes in the Local Bodies elections, the Advocate General is filing a counter affidavit on Tuesday to explain the stand of the state government.

    Meanwhile, the High Court would hear the arguments next week.

    The petition was filed by U Sambasiva Rao. Justice Naushad Ali adjourned the case to Tuesday.

    Govt gets breather as Court stays LB polls

    2011/6/15 9:10:27 Following an appeal made by the A P Sarpanches Association over the issue of contentious reservations in the ZPPs and MPPs, a Division Bench of the High Court has granted a stay not to conduct the Local Body Elections. The stay was given over the quota system as detailed to the Court by the state government.

    The Court also directed that the GO which stipulated the reservation system for the said ZPPs and MPPs be stalled.

    With this, the much awaited elections to the Local Bodies have been put under wraps once again by the Ap Sarpanches Association who contended that the cited quota for candidates drawn from weaker sections exceeded the ceiling quota 50 per cent as fixed by the Supreme Court.

    Meanwhile, State Election Commissioner Ramakanth Reddy, who was approached by the media men at the Secretariat on Wednesday stated that the government announced quota details which was furnished to the state High Court became invalid.

    Mr Ramakanth Reddy made it clear that the controversial elections would be held only after the government sent a revised list of details related to the reservations for the Local Bodies.

    Even as the issue has been dragged to the Court by the Sarpanchaes Association, the N Kiran Kumar Reddy government is said to be engrossed in an exercise that might save the skin of the ruling party. \

    Pradesh Congress Committee president Botsa Satyanarayana was also here and held deliberations with the Chief Minister on the issue.

    What transpired between them remained as a closed door affair.

    Sources indicated that the government may opt for an Ordinance for appointment of Special Officers to the Local Body institutions to tide over the crisis for the present. Another section also signaled that the Court verdict came in handy for the N Kiran Kumar Reddy administration to have a free run till September.

    The government in a way found a good alibi to turn the blame to the Court or the Sarpanchas Association to conveniently put off the cited polls.(INN)

    TDP demands separate quota for Muslims

    2011/12/24 17:25:21 Welcoming the decision of the UPA Government to give 4.5 per cent quota to Muslim community in jobs and educational institutions, the Telugu Desam Party on Saturday demanded that the Muslims be given separate and should not be included in the OBC quota.

    Addressing the media at the NTR Trust Bhavan, party politburo members Yanamala Ramakrishnudu and Dadi Veerabhadra Rao said that the government should hike the OBC quota to 52 percent besides giving separate quota to the Muslim community. They ridiculed the UPA decision to give quota to Muslims from the OBC category as a sign of ‘bankruptcy’ of the Congress-led government.

    They alleged that the government has ignored the reports of Sachar Committee and Ranganath Mishra Committee which recommended 10 percent separate quota for the Muslims. They said it was unfortunate that the OBC quota had been slashed from 27 percent to 22.5 percent as result of the Muslim induction at a time when the BC associations and political parties have been demanding a hike from 27 percent to 52 percent on the basis of population in 2011.

    The TDP leaders said that the Congress party, both at state level and national level, has always denied justice to the BC’s socially, economically and also politically.

    They said that TDP founder N T Rama Rao, as a convener of the National Front and the then Prime Minister V P Singh, provided a special budget for the development of BCs, but the same was cancelled when the Congress party returned to power. They said that the Centre and State had remained silent and blind to the demand of the BC’s for a sub plan budget allocation on the same lines of SC/ST sub plan allocations.

    The TDP leaders alleged that the UPA Government was showing step-motherly attitude towards backward class communities and demanded that the Centre should also hike BC quota from 27 to 52 apart from providing a separate quota to Muslims.

    The TDP leaders said a separate constitutional amendment may be taken up, if necessary, to provide Muslims a separate quota and to increase the BC quota. (INN)

    Disabled seek immediate succour

    2011/8/4 4:10:59 Andhra Pradesh Disabled Networks leaders on Thursday urged Chief Minister N Kiran Kumar Reddy to take immediate steps to get their problems resolved.

    Speaking to media persons after submitting a memorandum to the Chief Minister at the Secretariat, the disabled network leaders said that their demands should be solved on priority as their families were slogging for over two decades without proper support from successive state governments.

    The memorandum also pointed out that the numbered about 50 lakh according to the Planning Commission of India's findings.

    Among others, they sought three per cent budget for the disabled in all Departments as per PWD Act, 95 and as per the directions of the 11th Planning Commission of India, and three per cent quota in jobs in all government Departments, Corporations and Undertaking agencies.

    They also requested for reservations in local bodies, mandal, ZP and Municipalities, nomination of their members in all Panchayats, MPP and ZPP bodies.(INN)

    Fifty per cent reservation for BCs urged

    2011/11/6 18:09:12 Backward Class Welfare Association president R Krishnaiah on Sunday demanded that the government introduce a bill providing 50 percent reservation for backward classes in the legislative bodies.

    Talking to media persons at Srikalahasti as part of Rana Bheri, Krishnaiah said that the Rana Bheri was organized with an aim of bringing pressure on the government for introducing a bill for 50 percent reservations for BCs in legislative bodies. He expressed concern over BCs not getting political power despite country gaining independence since 64 years.

    Krishnaiah said that the BCs were denied their due share in political, social, employment space and it was high time that the political parties reward BCs considering their higher numbers of population when compared to any other community. He called upon BCs to remain united to realize their dreams by exerting pressure on political parties.

    “The development of BCs would be possible with giving proper representation in the elected bodies”, Krishnaiah said. He appealed to state government to reserve Rs 200 crore for welfare of BCs in the state and provide Rs 5-10 lakh loans for their upliftment. (INN)

    Govt retains 34 pc quota for BCs in PR polls

    The state government on Monday decided to opt for the safest way out after being caught in a flux over the question of providing reservations for the Backward Classes in the coming Local Body elections by retaining the existing 34 per cent quota for BC candidates.

    The decision to retain the existing 34 per cent quota was taken after a Group of Ministers, comprising of Panchayat Raj Minister K Jana Reddy, Social Welfare Minister Pithani Satyanarayana, and Backward Classes Welfare Minister Basavaraju Saraiah met at the Secretariat to discuss the contentious issue.

    The Minister discussed the issue threadbare and decided in favour of conducting the cited PR elections, retaining the 34 per cent reservations to the Backward Classes candidates.

    Mr Jana Reddy, who briefed the media persons in his chambers later, said that the said quota for BCs would be retained no matter whether 34 per cent quota inclusion would exceed the Apex Courts ceiling.

    Asked whether the Apex Court ruling which specified 50 per cent quota in the local body elections would be jumped, the Minister clarified We will look into it later.

    Replying to another question, Mr Jana Reddy stated that that the elections will go ahead as schedule.

    The state cabinet has given the green signal for setting up a car factory by MLR Motors at Toopran in Medak district. The move will give a further fillip to the real estate activity around Hyderabad.
    The state cabinet has decided to allot 225 acres of land for the company at Rs 5 lakh per acre. The company will also get VAT and CST exemptions.

    The MLR Motors has tied up with Italian giant Fiat for manufacturing cars in India. The state government will release a sum of Rs 50 crore as its share under the preferential quota in the venture.

    BCCI opposes draft sports bill

    2011/10/29 3:34:29 Kolkata, Oct 29 (IANS) The Indian cricket board Saturday rejected the draft sports regulation bill of the central government, saying it "tends to encroach upon fundamental rights of sports bodies".

    In a statement after its working committee meeting here, the Board of Control for Cricket in India (BCCI) also alleged that certain provisions in the bill "seek to destroy the autonomy of the board and dilute the rights of its members".

    "While the BCCI is all for good governance and transparency in sports bodies, certain aspects of the bill seek to destroy the autonomy of the board and dilute the rights of its members," the statement read.

    "Therefore, the board is totally opposed to this bill."

    The BCCI said it will communicate its objections to the ministry of youth affairs & sports shortly.

    "It has to be borne in mind that 'Sports' is a state subject and the legislative competence of the central government is limited. The bill tends to encroach upon fundamental rights of sports bodies," the statement added.

    Elect heads, deputies as per tradition: Sridhars plea

    2011/6/3 4:08:20 In the wake of the Telugu Desam Party announcing its own candidates for the Speaker and his Deputys posts, Legislative Affairs Minister D Sridhar Babu on Friday appealed to all parties to follow the tradition and ensure that the Heads of the two Houses of the state Legislature be elected unanimously.

    Talking to media persons at Assembly premises, Mr Sridhar Babu appealed to the Legislators to elect the Speaker, Deputy Speaker, Legislative Council Chairman and Deputy Chairman unanimously and thereby respect the tradition of the House.

    The Legislative Affairs Minister sought the support and cooperation of all elected representatives in this regard so that the elections to the important posts could be conducted without acrimony.

    Responding to the introduction of No Confidence Motion by the Telugu Desam Party against the N Kiran Kumar Reddy government on the farmers issues, Mr Sridhar Babu stated that the Opposition has the every right to introduce the Motion.

    Minister clarifies on Rs 1-a-kg rice quality

    2011/12/5 14:46:41 Civil Supplies Minister D Sreedhar Babu on Monday clarified that the State Government was not supplying different stock under the Rs 1-a-kg rice scheme.

    In response to the allegations made by Majlis-e-Ittehadul Muslimeen floor leader Akbaruddin Owaisi in the legislative assembly that inferior quality of rice was being provided to poor people under the Rs 1-a-kg rice scheme, Sreedhar Babu said that the government has only reduced the price of rice from Rs 2 to Rs 1 per kg. The supplies are being made by the Food Corporation of India (FCI) only. However, he assured that the government would take stern action against the dealers if they provide inferior quality rice.

    Earlier, while participating in the discussion on No Confidence Motion, Akbaruddin Owaisi showed a sample of coloured rice which was being supplied to the white ration card holders under the Rs 1-a-kg rice scheme. He also criticised the government for supplying just 4 litres of kerosene oil per month to the BPL families. He said four litres per month amounts to just 135 ML of kerosene per day. "How do you expect the families to cook their food with 135 ML of kerosene? This is not even sufficient to burn a lamp for a day. Nobody can even commit suicide with so little kerosene," he asked.

    The MIM floor leader demanded that the State Government increase the quota of kerosene to at least 10 litres per month. The Civil Supplies Minister assured that the government would consider his demand. (INN)

    2011/6/4 9:48:55 A Chakrapani and Nethi Vidyasagar Rao on Saturday were elected as Chairman and Vice-Chairman of Legislative Council unanimously.

    Council Pro-tem Chairman Basava Punnaiah conducted the election.

    Their election was a foregone conclusion as no other candidates had filed nominations for the posts. Chief Minister N Kiran Kumar Reddy and other party leaders congratulated both Dr Chakrapani and Mr Vidyasagar Rao.

    Dr Chakrapani had stepped down from the Council Chairmans post following his term as MLC coming to a close. He was renominated from the Governors quota, clearing the decks for his re-election.

    Pradesh Congress Committee president D Srinivas on Thursday directed all the MLAs and Council Members of the Party to attend the two-day Session of the Legislature to be convened on June 4.

    According to sources, the PCC chief directed all members to attend the Legislature meeting at 12 to discuss the election of Speaker and Deputy Speaker posts.

    The meeting will also elect the Legislative Council Chairman in the evening session.

    Meanwhile, the state government issued notification for the election of the Speaker and Deputy Speaker.

    Earlier, since the appointment of Kiran Kumar Reddy as Chief Minister, Deputy Speaker Nadendla Manohar has been discharging responsibilities as Speaker of Assembly.

    According to relevant sources, Deputy Speaker Nadendla Manohar will be elected as Speaker and Minister for Legislative Affairs D Sridhar Babu will be elected as Deputy Speaker. Sources say that Deputy Speaker Nadendla Manohar has already submitted his resignation from his post, thus paving the way for elevation to the Speakers post.

    Mr Sridhar Babu has reportedly called other party leaders seeking support for his candidature for the Deputy Speaker post.

    In this regard, Mr Sridhar Babu is likely to meet Telugu Desam Party president N Chandrababu Naidu on Thursday evening, seeking his support for his candidature.

    Govt pins hopes on HC to show way on LB polls conundrum

    2011/6/13 4:46:57 The state government is keeping its fingers crossed as it waits for a ruling by the Andhra Pradesh High Court in connection with the much awaited Panchayat Raj elections, expected to be delivered on Tuesday.

    The High Court ruling will facilitate the N Kiran Kumar Reddy government to decide further whether to dispense with a proposed Ordinance or conduct fresh elections to the PR Institutions.

    Earlier, the State Sarpanchs Union approached the Court for directing the government not to cross the 50 percent reservations as per the ruling of the Supreme Court.

    Admitting their writ petition, the Court directed the State Election Commissioner to submit details of the quota before it.

    In the light of the Sarpanchs Writ petition and the High Courts direction to the State Election Commission, the much awaited Ordinance to appoint Special Officers for the Panchayat Raj Institutions has currently been diverted to a loop line, according to government sources.

    The appointment of Special Officers to the Mandal and Zilla Praja Parishads assumed importance as the term of the elected pr bodies would come to an end in July and August respectively.

    In case the elections to the said PR Institutions are delayed, there is a need to have special officers. The said draft of the Ordinance was sent for Governor's approval on Friday.

    In the absence of the elected Panchayat Raj Bodies, the state would not be eligible to draw Central funds for MPPs and ZPPs and developmental works will take a back seat again.

    Both the exercises Reservations notification to Panchayat Raj Bodies and the Ordinance for amending provisions in Panchayat Raj Act for appointing Special Officers, are contradictory to each other.

    The promulgation of the cited Ordinance after the notification of elections results in violation of Code of Conduct.

    But official sources are of the opinion that the state is within its limitations to maintain status quo as the rules under the Panchayat Raj Act, 1994 had so far not been questioned by any Court.(INN)

    Andhra Pradesh Congress president K Kesava Rao said that he will not support Akkineni Nageswara Rao for the council seat. The reason is obvious. K Kesava Rao says that Akkinenei Nageswara Rao is a die hard Telugu Desam supporter. And how can the Congress support a TDP man? Therefore KK says that there is no way the Congress government is going to nominate ANR to legislative council under the nominated quota.

    However this does not put ANR out of the race. ANR has enough friends and sympathizers in the Congress. He has well wishers even in Delhi. So dont be surprised if ANR pulls a few strings and gets into the council. He knows that there are many people in the Congress who are against KK. And hat better way to get back at KK than by supporting ANR?

    TDP trying to brand Jagan as anti-BC: YSR Cong

    Accusing the Telugu Desam Party of trying to brand Kadapa MP YS Jaganmohan Reddy as anti-BC, the YSR Congress Party on Friday said that its president has always advocated the implementation of 34 per cent quota for BCs for political parties.

    YSR Congress Party spokesperson Bajireddy Govardhan Reddy told media persons at Sagar Society, the partys head office, that the statements made by Telugu Desam Party politburo member Yanamala Ramakrishnudu are not only condemnable, they are an attempt to brand Mr Jaganmohan Reddy as anti-BC.

    Mr Ramakrishnudu had said that the YSR Congress Party president has no commitment over reservations for Backward Classes in Local Body elections.

    Mr Govardhan Reddy pointed out atht Mr Jaganmohan Reddy had blamed the state government of postponing the elections to Local Bodies with an intention to reduce reservation for Backward Class communities.

    He further reminded that the YSR Congress Party chief had asked all political parties to implement 34 pc quota for BCs, apart from giving them chance in open category.

    Mr Govardhan Reddy appealed to state government to convene an all-party meeting to resolve the issue of reservations for BCs in Panchayat Raj institutions.

    He further advised the Telangana elected representatives to submit their resignations over separate statehood demand to the Assembly Speaker instead of issuing threatening statements in New Delhi.

    Instead of setting deadlines over Telangana, they can submit their resignations to Speaker, he said.(INN)

    Its official. The Congress party has deiced to nominate one artist from the industry to the Legislative Council through the Governors quota. This was disclosed by the PCC chief K Kesava Rao in Hyderabad on Thursday.

    KK said that the party has decided to give one seat to a popular art from the industry. The party believes that it can boost its image further in the assembly polls if it gives a chance to some glamorous star with mass appeal. Several names are doing the rounds.
