All India Congress Committee secretary and MLC Ponguleti Sudhakar on Saturday demanded that the state government immediately release salaries for all employees, who participated in the general strike of employees supporting the Telangana statehood agitation.
Talking to media persons at Congress Legislature Party office, Ponguleti said that the government employees have been participating in the statehood agitation due to certain conditions prevailing in the region. He appealed to government to release salaries for employees considering their pathetic condition and festival season.
The AICC secretary also appealed to the employees to withdraw their agitation in view of the Deepawali festival as it may cause lot of inconvenience to the general public. He urged government to lift all the police cases foisted against the employees, who participated in the statehood agitation.
Ponguleti said that the Centre was making all efforts towards resolving the Telangana issue. He appealed to all parties to announce their clear stand before the Centre over the Telangana issue. He also appealed to all parties to observe restraint and avoid giving provocative statements until the Centre announces a decision on creation of Telangana state. (INN)
The government seems to have buckled under pressure as it has agreed to all the demands of the striking T government employees. The staff has now resumed duties from today. While this is a welcome sign, not everyone is happy with the way the CM handled the issue.
Many employees did not take part in the strike. They attended office regularly and worked often putting up with extra work to complete the pending work of the striking staff. Now they are all angry with the CM as he has agreed to pay the full salaries to the employees who did not work for 42 days!
They say that the striking employees made merry by singing and dancing and whiling away their time and they have now got full pay. The sincere employees who did not participate in the strike have now been made ‘donkeys’ as CM Kiran has dropped his idea of ‘no work no pay’.
The ongoing Sakalajanula Samme has resulted in the government deciding to implement the 'No work No Pay' rule. As many as 2 lakh government employees will not get their salaries as a result.
The government now has 594 crores in its coffers and it will remain with th government as no salaries will be paid to the striking employees.
2011/9/20 4:51:24 Backed by the High Court order on GO 177, the State Government has reiterated that it would strictly implement the 'No work, no pay' rule and would deny September salaries to the employees who joined the 'Sakula Janula Samme'.
Since going against the said GO would be contempt of court, the government says it has no other alternative except implementing the 'No work, no pay' strictly. Non-payment of salaries for the nubmer of days they were on strike would create financial problems for the employees especially during Dushera festival. This economical factor is likely to create a split within the striking employees, especially those getting low salaries.
Earlier, during a similar non-cooperation movement many employees did not attend to their duties for 22 days. However, the staff was paid salaries as a good will from the State Government. But this time it is a different story.
Meanwhile, Finance Minister Ramnarayan Reddy told reporters on Tuesday that under 'No Work, No Pay' rule, the staff has so far incurred a loss of Rs 300 crore. (INN)
2011/9/22 8:17:12 Chief Minister N Kiran Kumar Reddy on Thursday issued indirect instructions that the employees who are on strike must not be paid salaries.
After reviewing the strike situation the Chief Minister directed "prompt payment of salaries to the employees who are attending to their work." Although he did not make any direct comment regarding the salaries of employees on strike, but these instructions clearly suggest that the striking employees might not get their September salaries on time.
The Chief Minister also directed the officials of the various departments concerned that all out efforts be made so that the common man is not put to any difficulty. He said efforts should be made to see that patients are attended to and other essential supplies are not affected.
Officials explained to the Chief Minister that power generation and supply position continues to be difficult in spite of best efforts. As much as 1500 mw of power was purchased from outside. While the demand on Wednesday was 258 million units, the AP Transco supplied 245 million units. While 48 MU of power was generated from hydel stations on Wednesday, on Thursday 45 MU was generated. All efforts are being made to get coal from outside for the Thermal power units.
Union Petroleum Ministry agreed to supply RNL gas to the State. Commissioner, GHMC said that the sanitation, garbage clearing and town planning workers agreed to work and there would be no problem in this regard. Meanwhile, 400 RTC buses were operated on Thursday.

Finance Minister Anam Ramnaryana Reddy on Friday met the Chief Minister N Kiran Kumar Reddy at the Secretariat and held threadbare discussions on the payment pattern to the Telangana employees who went on strike from September 13 demanding separate Telangana state. The Chief Minister is understood to have decided that the payments would be linked to the employees' attendance percentage.
Whoever has signed in the register and worked will be paid. Understandably, employees who worked for 12 days, till September 12 before the launch of the stir, would be paid their emoluments only for that period. Later, speaking to the media persons, the Minister informed that the staff salaries would be paid on Saturday. (INN)

2012/2/5 12:24:28 Telangana Rashtra Samithi MLA T Harish Rao on Sunday demanded that the State Government pay the salaries of 40-day period to the RTC employees who participated in the Sakala Janula Samme for Telangana.
Harish Rao along with Telangana NMU leader Thomas Reddy made a representation to PCC president and Transport Minister Botsa Satyanarayana at latter's residence at Banjara Hills in this regard. Later, talking to reporters he asked the government to clear the salaries of strike period to the employees. He said that Botsa has assured to look into the matter.
The TRS MLA also demanded that the Telangana candidates should be given priority during the regularisation of contract employees for the RTC's corporate office. (INN)
2011/10/18 6:53:42 Madiga Reservation Porata Samithi founder Manda Krishna Madiga criticised the different JACs of Telangana employees who have withdrawn the Sakala Janula Samme, the general strike.
Reminding that the JAC leaders have earlier announced that the strike would not be withdrawn until the Centre announces formation of Telangana, Krishna Madiga asked the JAC leaders to explain what assurance that they got which led them to withdraw the strike. Raising serious doubts over the deliberations that the employees' JACs had with the State Government, he said the demands made by the employees and accepted by the government were artificial. They were nowhere close to the original demand of Telangana formation, he said.
Talking to reporters at the Osmania University campus here on Tuesday, the MRPS founder said how the Teachers JAC could discuss the demands like payment of salaries with Chief Minister N Kiran Kumar Reddy who is against the statehood demand. He said while the JACs which originally had a single demand of separate Telangana settled for payment of salaries during strike period with the State Government.

2011/10/1 6:06:15 Around 5.70 lakh out of 10.32 lakh State Government employees have been denied their September month salaries.
The 12-day emoluments for September have not been paid, so far, to the Telangana employees joined the Sakala Janulu Samme or the people's general strike from September 13. But back in Secretariat all most all have received their pay and about 16 to 17 personnel from the Information and Public Relations Department were not paid.
The N Kiran Kumar Reddy Government had announced recently that under 'No Work No Pay' Rule the 12-day salaries of the agitating employees would be credited to their accounts. But so far, according to official sources, the remittance process has not begun. The employees have expressed anger for non-payment of salaries, especially in view of two festivals Dassera and Deepavali celebrations this month.
However, those working in the police and law departments have received their pay on Saturday. Some employees in Hyderabad and Ranga Reddy district too received their salaries. However, employees belonging to other departments were yet to be paid as the district treasuries remained closed following the strike by their staff and officers in districts.
Confusion prevailed over the remittances of salaries as the accounts of each and every employee have to be calculated on the basis of their basic salary and deductions. There was also confusion as to who would draw the funds from the district treasury offices. Further, the officials maintaining the rolls too reportedly did not present a clear picture of how many persons worked and abstained. (INN)
2011/9/25 5:36:27 The management of State Road Transport Corporation have once again failed to convince its employees from the Telangana region to withdraw the strike as the latter remained firm that they would not attend to duties until the Centre announces a decision on separate Telangana State.
RTC managing director Prasad Rao on Sunday held a meeting appealing to striking employees—drivers and conductors to resume their duties as the general strike was causing lot of inconvenience to commuters apart from bringing huge losses to the debt-ridden Corporation.
Representatives from Telangana RTC Joint action committee and National Mazdoor Union Telangana Forum attended the meeting at Bus Bhavan. The representatives told Prasada Rao that they have decided to continue their agitation until the Centre announces decision on Telangana State. The employees also demanded that the management releases their salaries apart from festival advance to striking employees.

2011/9/21 4:53:39 Nowadays, TRS president K.Chandrashekar Rao is assuring the striking employees and the contract employees that, once Telangana state is formed, he will regularize all the contract employees who lost their jobs for participating in the general strike and will pay all the dues (deducted salaries) along with the interest that they have lost during this strike period. He also assuring for bonus and other things. During his recent meeting he told the employees that, once Telangana is formed, the first paper that he signs is their regularization and payments etc.
But, with what authority he is giving these assurances to them. Did he assume himself that he will take charge as the First CM of Telangana state or the deciding factor would be in his hands after state is formed? Even before the state is formed and elections are conducted how is he assuming himself as the Chief minister of Telangana state and how is he giving assurances to people and the employees? If, he can claim the CM chair of Telangana state what about the Congress leaders like K.Kesav Rao, Komati Reddy Venkat Reddy and all others who also have equal share in Telangana agitations?

Addressing the employees of 104 and 108 services who are staging dharna at the Indira Park, Raghavulu said that the Congress government which introduced 108 and 104 services during the election time with fanfare has used the scheme for their publicity and later totally neglected the department. Though the government has been taking steps to enhance salaries of elected representatives’ manifold, it has failed to act on genuine demands of 108 and 104 service employees and their salaries, he stated.
The CPI (M) asked the government to implement eight-hour duty for 104 and 108 employees as per the GO Ms No 3 and also provide them job security. He also demanded that the government immediately release salary arrears for the employees and regularize their services.
2011/9/25 6:00:53 Handlooms and Textiles Minister Dr P Shankar Rao on Sunday expressed his ire over the unilateral decisions being taken by Chief Minister N Kiran Kumar Reddy without taking the Cabinet into confidence.
Addressing a letter to Congress president Sonia Gandhi, the Minister lashed out at the Chief Minister for announcing Rs 1 a kg rice scheme without informing Cabinet. "Such an important decision has to be taken in the Cabinet or the same has to be announced in the assembly sessions. But the Chief Minister has taken the decision without even consulting the concerned Civil Supplies Minister," he complained to the Sonia Gandhi. "Such an important decision was taken without taking into confidence of his own cabinet members is most objectionable matter and several ministers and the Congress party legislators are very serious about this issue," he claimed.
Dr Shankar Rao alleged that the Chief Minister provoking the Telangana leaders by making inflammatory speeches. "Our chief minister is using the divide and rule policy with the Telangana people and the leaders. He is luring the employees by way of paying double the salary if they withdraw from agitation," he said while referring to Chief Minister’s instructions that non-striking employees be paid salaries on September 29 itself. He alleged that the Chief Minister instead of holding dialogue with employees' leaders was provoking the Telangana sentiments.
Appealing to employees to withdraw the general strike as it has been causing lot of inconvenience, he expressed confidence that the Centre would announce its decision on Telangana state by Deepavali festival. 2011/10/1 2:30:09 Normal life has remained paralysed in the Telangana region for the 19th consecutive day on Saturday due to the Sakala Janula Samme or the people's general strike demanding statehood for the Telangana region.
Likewise, the strike by the RTC employees of Telangana have entered 13th day and the medical strike too has entered 10th day on Saturday. The strike has crippled the entire administration as employees of the Secretariat, SCCL, RTC, electricity, GHMC, water board, teachers and employees in other services have joined the 'Samme'.
Almost 10,000 buses have remained off the road in the Telangana region on Saturday. Of nearly 3500 city buses, less than 400 buses plied and most of them were used to transport the employees hailing from Seemandhra regions to the State secretariat under tight security. The RTC has set up a special counter at MG Bus Station to refund the money to the passengers who reserved their ticket to visit their native places for Dassera and Deepavali.
While the non-striking employees got their full salaries on Saturday, the striking employees held protests in the Secretariat against the implementation of 'No Work No Pay' rule. Meanwhile, the Ration Dealers Association has announced that they would be joining the general strike soon. Sources indicated that the ration dealers might join the strike from Monday. This might cause lot of hardship to everyone in view of the festival season.
Meanwhile, the electricity department is preparing to impose more power cuts across the State. While Hyderabad will have daily power cuts for four hours, district headquarters and towns will have six hours of power cuts. The mandal headquarters will have power cuts for seven hours; villages will face of 12 hours of cuts and agricultural sector will continue to get six hours of supply instead of seven. 2011/9/23 20:02:02 In an attempt to woo back striking employees, the state-owned Singareni Collieries Company Limited (SCCL) Friday offered double wages for workers who return to work from Saturday.
The management of Singareni said every employee who resumes work will get double wages for one day's work.
The offer was made as coal production remains paralysed for 11th day due to the indefinite strike by about 70,000 employees as part of the "people's strike" demanding a separate Telangana state.
On a normal day, the company produces 120,000 tonnes of coal from 50 mines spread over the districts of Karimnagar, Warangal, Khammam and Adilabad, but due to the strike, it is not producing even five percent of that quantity.
The Singareni management said only 5,069 tonnes of coal was produced Friday.
This situation has badly hit power generation at thermal stations, forcing the authorities to impose daily two- to eight-hour power cuts for domestic sector in Telangana.
From Friday, one-hour cut was imposed even on agriculture sector. It means farmers who were supplied free electricity for seven hours every day will now get it for six hours.
The offer of wage hike by the company evoked strong condemnation from the Telangana Joint Action Committee (JAC), which accused the government of trying to create division among employees.
In another development, Chief Minister Kiran Kumar Reddy directed officials to make arrangements for the payment of salaries on Sep 29 to the government employees who were not participating in the strike.
The government has already decided to implement "no work no pay" rule. Over four lakh government employees, teachers and workers of state-owned Road Transport Corporation are participating in the strike. (IANS)
2011/2/25 20:41:36 The ongoing agitations and the non co-operation movement by the State Government employees in the Telangana region ultimately going to drop like a bomb on themselves. Since, all the revenue generation departments like Registrations, RTO, VAT, Excise and Commercial were not functioning, and the state Treasury department which is also participating in the strike has failed to find enough sources and to prepare the salary bills of the State Government employees for the month of February until now. Unless, the State Government take immediate corrective measures in this regard, it is highly impossible to release the salaries of its employees on 28th February that is hardly two days from now. This will not only affect the Telangana employees, but also all the employees in the state will reel under this problem.

2011/10/9 5:28:39 Telangana Road Transport Corporation Employees Joint Action Committee (TRTC JAC) on Sunday stated that it would review its decision on continuing the employees’ general strike on October 15.
In a statement issued to media, the JAC stated that the employee leaders would review their decision on continuing in general strike following frequent appeals made by Road Transport Corporation Managing Director Prasada Rao and in order to protect the interests of commuters, who are suffering due to the paralysation of transport sector in the Telangana.
The JAC said the union leaders would discuss the latest situation in the Telangana after the participation of RTC employees in the strike, which entered 21st day on Sunday. The JAC, however, did not give any assurance on withdrawing the agitation. It made it clear that it would continue its agitation till the Centre announces decision on creation of Telangana state.
The JAC leaders also warned the state government of serious consequences if it tries to break the unity among its leaders and make attempts to foil the ongoing strike. The JAC also demanded that the state government immediately pay salaries and festival advance to striking employees. (INN)

2011/10/11 6:55:17 After striking a deal with National Mazdoor Union in Road Transport Corporation to call off the strike, Chief Minister N Kiran Kumar Reddy on Tuesday sent an invitation to leaders of all Telangana employees' unions inviting them for talks to resolve the ongoing crisis.
According to the Chief Minister Office, the invitation has been sent to leaders of employees' unions for talks on Wednesday at 12 noon.
According to sources, the Chief Minister wants to convince the employees to withdraw their agitation as it has been causing lot of inconvenience to the general public apart from causing huge loss to State's exchequer. The Chief Minister is facing lot of pressure from the High Command to take measures to ensure that the strike is withdrawn, sources said.
Meanwhile, the employees’ union leaders will be meeting on Wednesday at 9 am to decide whether or not to accept the Chief Minister's invitation for talks. If the unions agree, then their leaders would be meeting the Group of Ministers which has been assigned the job of convincing the striking employees.
It may be mentioned that the general strike has entered 29th day on Tuesday while the RTC strike entered 23rd day although a section of employees have withdrawn from the strike. Meanwhile, the strike by the medical employees too have entered 20th day. Besides, the employees of excise and other departments too are participating in the Sakala Janula Samme demanding statehood for Telangana. (INN)
2011/10/13 3:33:42 The talks between the striking employees of Telangana Teachers and Lecturers Joint Action Committee and the State Government has failed with the employees alleging that the atmosphere was not conducive for talks.
Emerging out of talks with the State Government at the State Secretariat here on Thursday, the JAC members said that they would continue their agitation until the government announces a decision on formation of Telangana state. The JAC also demanded that the government lift all police cases foisted against the striking employees and scrap GO No 177.
Holding talks with the JAC members, Minister for Higher Education K Parthasarathy appealed to the teachers to call off agitation and open the schools as parents are worried about career of their children. He asked the managements of educational institutions to open the schools and colleges considering the interests of students’ community and valuable academic year.
The Minister made it clear that the issue of Telangana state formation was not into the hands of state government and decision has to be taken by the Centre. He said that the government would consider their demands if they withdraw general strike and join duties immediately.
However, the JAC members did not agree to government's pre-condition of joining duties and decided to continue with the agitation.
Later talking to reporters, the Minister warned of serious action if the striking unions oppose teachers who are ready to join their duties. He said the regularization of apprentice teachers’ services, who participated in the general strike, would be considered based on their performance.

2011/10/19 7:45:23 All colleges affiliated with the Osmania and Kakatiya universities will re-open following the success of talks between the State Government and the striking employees here on Wednesday.
While the colleges affiliated with the Kakatiya University will re-open on October 21, the Osmania University affiliated colleges will start functioning from October 22. Further, all other colleges in the State will start functioning normally.
Deputy Chief Minister Damodar Rajanarasimha on Wednesday held successful negotiations with the Joint Action Committees representing the employees of these colleges that resulted in the withdrawal of the strike. Besides giving an assurance to consider other demands, the government has agreed to take legal opinion to avoid the implementation of GO 177 on 'No Work, No Pay' Rule. He said that the government would consult the Advocate General for the same.
The Deputy Chief Minister also assured that the government might consider lifting the cases that there booked against the striking employees, depending upon the seriousness of the offences committed during the general strike.
Meanwhile, the JACs have assured that they would complete the syllabus which was affected due to the employees' participation in the general strike.
Higher Education Department principal secretary D Sambasiva Rao, Technical Education Commissioner R M Dubriyel and other senior officials were present during the talks. (INN)
