SC, ST leaders demand day-long discussion in assembly

The Scheduled Castes and Scheduled Tribes leaders have appealed to Speaker Nadendla Manohar to conduct day-long discussion on the problems being faced by the SC and ST communities in the State.

The leaders made this demand during the first meeting of recently constituted SC and ST Welfare Committees held at the State Legislative Assembly here on Friday. Later, talking to reporters SC Committee chairman Prasad Rao, ST Committee chairman Rajanna Dora and member Jupadi Prabhakar Rao said that the assembly should discuss the issues pertaining to the welfare of their communities.

Jupadi said that during their meeting they have discussed several issues including funds' allocation for the welfare the SC and ST communities in the next budget. He also complained of improper implementation of the SC, ST Atrocities Prevention Act in the State. He said the State Government should remedial measures to ensure that the Act gets implemented.

The SC and ST leaders complained that the protocol was not being followed during their official visits to various districts. They also wanted installation of Dr B R Ambedkar's statue in the premises of Legislative Assembly.

The Speaker assured them they their demands would be looked into. (INN)

    JP demands 'T' discussion in the House

    2012/2/21 2:23:58 Lok Satta party president Jayprakash Narayan on Tuesday stated that the government should make its stand clear on Telangana statehood demand as it has been obstructing the functioning of the House frequently.

    Talking to media persons at Assembly media point, he said that the government should show its commitment on the Telangana issue if it really wants to resolve it. If the government thinks that the discussion on Telangana issue would create tension, he asked the government to take up discussion after the announcement of by-election results.

    “At least now the government should announce a specific time frame and date for taking up discussion on Telangana statehood demand and make its stand clear on it,” he said. “It is not good for the state to escape from its responsibility by shifting the blame on the Centre,” he pointed out.

    Dr JP also advised the opposition TDP to cooperate with the State Government in resolving the Telangana statehood issue. Stating that many public issues were being neglected due to the statehood demand, he said that the government, all political parties and Speaker should take steps to run the House harmoniously. If the government do not relent, how could the people’s problems be addressed in the House, he asked.

    He also demanded that the government announce what steps it is taking to end corruption in the welfare schemes and programmes. (INN)

    TRS blames Speaker for not allowing 'T' discussion

    2012/3/29 7:07:24 TRS Floor Leader Etala Rajender on Thursday accused the State Government of not taking any measures to discuss suicide of students and resolution on Telangana in the House.

    Talking to media persons at Assembly Media Point, he said that though the budget session of the Legislative Assembly was conducted for 29 days, the House failed to discuss students’ suicides and resolution on Telangana on any single day.
    “This clearly indicates that the House belongs to Seemandhra leaders,” he said.

    Accusing Speaker Nadendla Manohar of acting at the behest of Seemandhra leaders, he said that despite 850 students ending their lives, the Speaker failed to allow discussion on this serious issue. Even the government did not came forward to make its stand clear on the Telangana statehood issue and resorted to frequent adjournment of the House. Though the TRS members were staging protest in front of Speaker’s podium, he said that the House was adjourned abruptly without taking up any discussion on the last day of the session.

    In protest against the attitude of the government, he said that the TRS would intensify its agitation for statehood in the region from Friday. He said that the TRS would organize a massive rally on Friday from Sundariah Park to Indira Park to appeal to the students not to commit suicide for Telangana cause and fight unitedly without losing hope.     Telangana issue continues to rock AP Assembly

    2012/3/28 4:33:27 The State Legislative Assembly could function for hardly 14 minutes on Wednesday with the Telangana Rashtra Samithi, Telugu Desam Party and Bharatiya Janata Party members disrupting the proceedings seeking discussion on the suicides for the Telangana cause and demanding resolution on statehood for the region.

    As soon as the House met at 9 am on Wednesday, the TRS, TDP and BJP MLAs and independent member Nagam Janardhan Reddy gave separate adjournment motions seeking discussion on Telangana issue. However, Speaker Nadendla Manohar disallowed all the motions which triggered protest and TRS and TDP members rushed to the Speaker's podium to press for their demand. Following uproar, the Speaker adjourned the House for 15 minutes.

    The House met again at 11.22 am. The Speaker tried in vain to pacify the agitating members. Expressing regret over the suicides, Nadendla Manohar condoled the deaths and asked the protesting members to resume their seat so that the House could discuss and find a solution for the problem. However, the uproar continued despite repeated requests by the Speaker which consequently led to the adjournment of the House again for 10 minutes. Earlier, some Congress members from the region too joined the protest and shouted pro-Telangana slogans.

    Similar scenes were witnessed when the House resumed its business at 12.13 pm. Amidst the din, Finance Minister Anam Ramnarayana Reddy presented the supplementary estimates of expenditure for 2011-12. Seeing no signs of restoration of order in the House, the Speaker adjourned the House for the day at about 12.17 pm.

    It may be mentioned that that House was scheduled to have short discussion on steps to eradicate corruption, power supply position and Minimum Support Price for agricultural produce. However, the Telangana issue over-shadowed all other issues. Thursday being the last day of 40-day long budget session of the State Legislative Assembly, there are remote chances that the House would discuss these issues. (INN)

    Congress ridicules Naidu's demand for discussion on corruption

    2012/3/20 4:10:43 Congress MLA from Vijayawada Central Malladi Vishnu on Tuesday took serious objection over Telugu Desam Party president N Chandrababu Naidu pressing for a discussion on `tainted ministers’ issue in the House at the cost of other public issues.

    Talking to media persons at Assembly Media Point, Malladi Vishnu ridiculed Naidu for speaking on the corruption as his own party members have alleged that he has sold Rajya Sabha seats to influential people for crores of rupees. Stating that Naidu has no moral right to talk on the corrupt ministers issue in the House, he asked Naidu for an explanation on the seizure of Rs one crore by the Election Commission from a TDP corporator's residence at Kovvur Assembly constituency in Nellore district.

    “The House is losing precious time due to Naidu’s arrogant attitude on corruption issue despite the government agreeing for a discussion on it,” Vishnu said. He accused Naidu of lacking commitment to resolve the problems being faced by the people, which need the urgent attention of House. He advised Naidu to at least change his attitude and help the Speaker in the smooth running of the House.

    Speaker gives nod for No Trust Motion discussion

    2011/12/3 9:34:08 Assembly Speaker Nadendla Manohar on Saturday agreed to take up discussion on the No Confidence Motion moved by Telugu Desam Party against the government. The decision was taken after Opposition Leader N Chandrababu Naidu moved the motion in the House and was supported by 76 members belonging to the TDP, TRS, CPI, BJP and CPM.

    However, the decision was preceded by uproarious scenes and din for third consecutive day leading to adjournment of House twice. Later, the Speaker called for the meeting of floor leaders to end the impasse.

    As soon as the House met on Saturday at 9 am, TDP and TRS members rushed to the podium demanding that the No Confidence Motions submitted by them be taken up for discussion. The opposition members resorted to slogans shouting which led to adjournment of the House for 15 minutes at 9.06 am. The uproar and din continued when the House reassembled at 10.08. Again the Speaker adjourned the House at 10.13 am for half-an-hour.

    The Speaker then held at meeting of floor leaders to finalise the agenda. Assembly Marshal were deployed around the Speaker's podium when the session resumed at 12.36 pm. However, the TRS members rushed to the well holding placards demanding Telangana resolution in the House. The TDP members resumed slogan shouting demanding acceptance of No Confidence Motion while standing near their seats.

    Following Speaker's request for cooperation to pass the condolence motion for six former MLAs, the opposition members resumed their seats. After passing the condolence motion, the House observed two minutes silence as a mark of respect for the deceased MLAs. The Speaker then read out a resolution condemning the attack on MIM floor leader Akbaruddin Owaisi. However, he rejected MIM MLA Ahmed Balala's demand for discussion on the issue. The Speaker said that the House has unanimously condemned the attack and wished him a speedy recovery. Legislative Affairs Minister D Sreedhar Babu also condemned the attack saying that there was no place for violence in democracy.

    The Speaker then allowed Revenue Minister Dharmana Prasad to speak. Admitting that the State has been experiencing severe drought, the Minister said that during the Business Advisory Committee's meeting all parties have agreed for discussions on the drought situation. Asking the TRS members to cooperate with the House, he said even Telangana region has been facing severe drought and therefore, they must allow discussion on the drought situation. Regarding Telangana, he said that the issue was pending with the Centre and the consultation process to resolve the issue was on.

    Later, the Speaker informed the House that he was in receipt of two notices of No Confidence Motion submitted by Chandrababu Naidu and Etela Rajender. He then asked Naidu to move the motion. While Naidu started reading the motion, all TRS left the House. However, when the Speaker asked for headcount of MLAs who are in favour of discussions on the motion, the TRS returned to the House.

    As the motion was supported by 76 MLAs, the Speaker announced that it would be taken up discussion. However, the BAC would decide the time for discussion and voting. (INN)

    TDP demands discussion in the House on controversial GOs

    2012/3/15 6:53:05 Telugu Desam Deputy Floor Leader Gali Muddu Krishnama Naidu on Thursday came down heavily on the State Government for not coming forward to take up a discussion on 26 controversial GOs to end the logjam in the House.

    Talking to media persons at Assembly media point, Muddu Krishnama Naidu said that the government was afraid of taking up discussion as its lapses would get exposed in the GOs. Though the Opposition parties clearly told the government to place the GOs before the House at floor leaders meeting, the government has been dillydallying on the issue and finding ways to divert the attention of House, he pointed out.

    The TDP leader demanded that the government at least announce what steps was planning to take against the 'tainted' Ministers and the controversial GOs. He said that the Opposition was ready to cooperate in smooth functioning of the House smoothly if the government makes its stand clear on the GOs. (INN)

Stating that the farmers in the State were in a pathetic condition, he said that the government should have taken up their problems in the House and announced relief measures.

    Ponnala terms calls for unanimous T resolutions 'grand conspiracy'

    2011/7/14 4:21:12 Information Technology Minister Ponnala Laxmaiah on Thursday said that calls for a unanimous resolution to be passed in the state Assembly was part of a ‘grand conspiracy’ by Seemandhra leaders to delay the issue of separate Telangana state formation further.

    Talking to media persons at Indira Park on the second day of the 48-hour hunger fast launched by the Congress party Legislators who have submitted their resignations from their posts, Mr Lakshmaiah was careful not to mention the name of Congress party In-Charge of Andhra Pradesh Affairs Ghulam Nabi Azad, who had said that it was necessary that the state Assembly pass a unanimous resolution for the creation of Telangana.

    Mr Lakshmaiah reminded that a resolution had been earlier introduced in the state Assembly on the separate statehood issue but has been stalled since the MLAs from the region were outnumbered by their Seemandhra counterparts.

    Stating that introduction of any resolution once again in the state Assembly would be meaningless, he said that such a demand was part of conspiracy hatched by Seemandhra leaders.

    Pointing out that the Congress chances of survival in the region would be very bleak if it does not agree to the separate statehood demand, Mr Lakshmaiah called on the High Command to respect the sentiments and aspirations of 4 crore Telangana people.

    The IT Minister also warned that, “The Telangana people cannot be cheated once again. The Centre has to speed up the process for Telangana instead of buying time with such delaying tactics.

    Mr Lakshmaiah also expressed his wonderment at the Seemandhra leaders objecting for the formation of state when they had no objections when the separate Telangana resolution was introduced in the Assembly and the Congress party tied up with TRS on the Telangana plank in 2004 and the TDP did the same in the 2009 elections.

    Congress MLA K Lakahma Reddy stated that Speaker Nadendla Manohar would have to accept the resignations of the Ministers, MPs and MLAs on the lines on former minister Jupally Krishna Rao.

    He also said that the Legislators who have resigned should intensify their agitation for separate statehood.

    Mr Lakshma Reddy warned the government that the Telangana leaders would lock the offices from gram panchayat level to Secretariat in the event of Centre failing to take a decision on the statehood demand before August 1.(INN)

    T leaders hold protest in Delhi

    2011/10/2 8:57:16 Telangana leaders, including K. Chandrasekhara Rao, held a protest at Rajghat here Sunday and said their campaign for a separate state would not end till they have achieved their goal.

    Rao said they are not going to "stop the movement".

    "We've been requesting the Indian government to come forward and it is up to them to take a decision," Rao told reporters at Rajghat, the memorial of Mahatma Gandhi in central Delhi.

    "We are not going to stop this movement or strike till we achieve Telangana state," the Telangana Rashtra Samithi chief (TRS) added.

    The TRS alongwith the Telangana Joint Action Committee (TJAC) are spearheading the demand for a separate state carved out from Andhra Pradesh. Several TJAC leaders were also present at the protest.

    The members joined the prayer meeting held at the memorial of Gandhi, before speaking to mediapersons.

    The Telangana leaders also plan to meet Prime Minister Manmohan Singh, senior Congress leaders and opposition members to push their demand.

    Asked if the Congress-led United Progressive Alliance (UPA) government had requested for more time to take a decision, Rao said: "Do they think we are ignorant? How long are they going to cheat us? What more discussion do they want? What way is our demand complicated?"

    Rao, who has been camping here since Friday, said the government had made a promise in the parliament. "What is the state of democracy? This will bring shame to the country."

    On Dec 10, 2009, the government had assured both houses of parliament that Telangana state would be created out of Andhra Pradesh as the 29th state in India.

    Rao accused the government of trying to provoke them to adopt violent methods of protest.

    "From here (Rajghat), we want to give a message, we have been silent, democratic and non-violent all through and we will continue in the same way and would not be affected by the provocation," he added.

    Asked how long the movement for a separate state would continue, the TRS leader said: "As long as the government of India keeps mum, this movement will continue."

    The protest came even as senior Congress leader Ghulam Nabi Azad said in Hyderabad that the issue would be settled soon.

    Azad, who is in charge of party affairs in Andhra Pradesh, said consultations with the elected representatives of all three regions of Andhra Pradesh -- Telangana, coastal Andhra and Rayalaseema -- were completed but there is need for more consultations on the issue at the national level. He had presented a report on the demand for Telangana to the Congress core committee on Friday.

    TRS legislator K.T.Rama Rao said: "We are planning to meet the prime minister and his cabinet colleagues and probably the core committee members because they are the ones who make the decisions."

    "I want to remind you that when it came to Jan Lokpal Bill, the government said that whatever is said on the floor of the house is supreme. Now why does not the same logic apply to us as well?," he asked.

    Finance Minister Pranab Mukherjee had said Saturday that the government was aware of the "gravity" of the ongoing agitation in Andhra Pradesh's Telangana region and needs "some more time" to find a solution to the vexed issue.

    Chiranjeevi and Balakrishna met at a wedding reception of O Kalyan's daughter the other day. Chiranjeevi and Balakrishna were seated side by side and were seen discussing animatedly. The topic of their discussion is not known but everyone present there were curious to know the subject of their discussion.

    All eyes were focused on hero Balakrishna and megastar Chiranjeevi. It is not often that the two superstars meet. They spent over half an hour at the venue. Chiranjeevi is now slated to launch his political party any time soon and Balakrishna is in a way in the rival camp and he is expected to campaign prominently for the TDP during the next assembly elections.

    Tiwari asks Cong leaders to avoid 'T' statements

    2011/11/21 14:22:06 All India Congress Committee spokesperson Manish Tiwari advised the Congress leaders to restrain from making statements on the Telangana issue.

    Talking to media persons, Manish Tiwari said that the consultation process to resolve the issue was on and therefore, no decision could be taken on the statehood issue on immediate basis. He said the party would soon take a decision on creation of Telangana while considering the national interest.

    The AICC spokesperson said that any comment on Telangana might lead to further controversy and complicate the matters. Therefore, he advised all the leaders to get in touch with Congress In-charge of State Affairs and Union Health Minister Ghulam Nabi Azad over the issue. He reiterated that the party would take a decision on the statehood issue after the completion of consultation process with all the stakeholders. He also denied that the Centre was dragging the issue.

    Manish Tiwari also criticised Uttar Pradesh Chief Minister Mayawathi for passing a resolution over the division of state into four parts in the assembly without holding any discussion on it with other stakeholders. “The passing of resolution over the division of state without discussion in the House is against the democratic norms and violation of principles and established procedures,” he said.     2011/7/24 7:19:46 Perhaps forgetting that the Speaker has discretionary powers, Telangana Rashtra Samithi MLA T Harish Rao on Sunday found fault with Mr Nadendla Manohar for rejecting the resignations of elected representatives from Telangana without taking up any discussion in the House, to ‘weaken the separate Telangana agitation’.

    Talking to media persons at Telangana Rashtra Samithi president K Chandrasekhar Rao’s residence, Harish Rao said that the Speaker has to consult the respective members and take up a discussion in the House.

    “However, Mr Manohar acted in a unilateral manner and rejected our resignations arbitrarily. He took this decision to weaken the Telangana agitation,” the TRS leader said.

    Suspecting the conspiracy of Seemandra leaders, he asked why Speaker had not rejected the resignations of Seemandhra leaders during in December 2009 in the aftermath of Union Home Minister P Chidambaram’s statement on Telangana.

    Harish Rao further alleged that Speaker Nadendla Manohar had shown discrimination by this decision in rejecting the resignations of Telangana leaders.

    Incidentally, Mr N Kiran Kumar Reddy was the Speaker at that time, before he was elevated to the Chief Minister’s post.

    Unmindful of this, Harish Rao continued, “the Speaker took this decision to ease the pressure on the Centre and to weaken the T agitation.”

    The TRS leader also wondered about the timing of the rejection. “Why did Mr Manohar take this decision so hastily, and then left for London, to leave Assembly Secretary Raja Sadaram make an announcement late on Saturday night,” questioned the TRS MLA.

    He called upon Telugu Desam Party and Congress Legislators to submit their resignations for second time on Monday.

    Besides this, Harish Rao further asked the Telangana Congress leaders to come with a clear announcement from Centre on the Telangana. “Do not come back with empty hands,” he told the Congress delegation which is presently in New Delhi on the invitation of the High Command.(INN)

    'T' Cong MPs, MLAs to meet Sonia soon

    Congress MLA Chirumurthy Lingaiah on Monday stated that the MPs, Ministers, MLAs and MLCs from the Telangana region would meet Congress president Sonia Gandhi after the conclusion of Assembly session to press for Telangana demand.

    Talking to media persona at Assembly Media Point, Lingaiah said that the leaders would explain the latest political situation in Telangana region to Sonia Gandhi in their meeting including the suicides of students for the cause of statehood. He said that the leaders would mount pressure on Sonia Gandhi to take an early decision on Telangana State.

    He said the leaders would ask Sonia Gandhi to honour High Command's promise of resolving the statehood issue after the completion of assembly elections in five States.

    He hoped that the high command would take a favourable decision on Telangana state by 2014.

    Condemning the death of Bojya Naik, an MBA student from Warangal district, he appealed to students’ community to not resort to such extreme steps towards achieving the statehood and observe restraint till the formation of state. (INN)

    2012/2/12 20:41:08 State Assembly sessions begin today with Governor Narasimhan addressing both houses. As usually, the TRS party exhibits its rude behavior in the house. TRS leaders shouting Telangana slogans have walked-out of the house protesting against Governor's speech and staging dharna at media point now.

    From tomorrow onwards, we are going to watch TDP and Congress indulge in bitter fights using abusive language in the Assembly. Now one can't expect any serious discussion on people's problems in the house rather than watching them fight in the floors of the house. If they ever happen to agree unanimously on any matter, definitely it would be their salaries hike bill only. God alone can save our state.

    AP assembly adjourned over 'tainted' ministers' issue

    2012/3/13 5:58:15 The proceedings of the Andhra Pradesh Legislative Assembly were disrupted on Tuesday with the opposition TDP members demanding immediate dismissal of six ministers who have been served notices by the Supreme Court in the disproportionate assets case of YSR Congress party president YS Jagan Mohan Reddy.

    As soon as the House met on Tuesday at 9 am, the TDP, CPI and CPM MLAs moved adjournment motion separately on the issue and demanded discussion in the assembly. The TDP members rushed to podium of Speaker Nadendla Manohar while shouting slogans against the government. They demanded that six 'tainted' minister be dismissed from the cabinet.

    Legislative Affairs Minister D Sridhar Babu tried to pacify the TDP members stating that the government was yet to receive a copy of Supreme Court notice and then only it would react on the same. He pointed out that nobody will be left in the House if one were to resign based on mere allegations. He accused the TDP of wasting the time of the House. However, the TDP members continued the slogan shouting. Following uproar, the Speaker adjourned the House for 15-minutes.

    When House re-assembled at 10.40 am, the TDP members resumed their slogan shouting. Even the Speaker's assurance that Chief Minister N Kiran Kumar Reddy would react on the issue failed to bring the House to order. After about four minutes, the Speaker adjourned the House for 30 minutes while inviting floor leaders of all parties to his chamber for a discussion to break the deadlock.

    The House assembled again at 12.30 pm. But with the TDP members continuing their protest, within three minutes, it was adjourned for the day. (INN)

    Assembly begins discussion on No Confidence Motion

    2011/12/5 6:41:53 The State Legislative Assembly on Monday has begun discussions on the No Confidence Motion moved by the Telugu Desam Party.

    The discussions were initiated by Opposition Leader N Chandrababu Naidu wherein he pointed out several lapses on the part of the State Government in the welfare of farmers.

    The Speaker has allotted one hour for the Congress party, one-and-a-half hour for the TDP, half-an-hour each for Telangana Rashtra Samithi and Praja Rajyam Party, 20 minutes each for Majlis-e-Ittehadul Muslimeen and Communist Party of India, 15 minutes for Bharatiya Janata Party and 10 minutes each for CPI (M), Lok Satta and independent MLAs.

    After the completion of discussion, voting will take place on the No Confidence Motion on Monday itself. (INN)

    Attending the House useless for opposition parties: Julakanti

    2012/3/16 6:20:21 Communist Party of India (Marxist) floor leader Julakanti Rangareddy stated there was no point in the opposition party leaders attending the House if the government fails to respect their demand of placing the controversial GOs before the House.

    Talking to media persons at Assembly Media Point, Julakanti Rangareddy condemned the government for acting against the Constitution of India and violating the rights of people’s elected representatives by not responding to place the GOs before Speaker Nadendla Manohar for discussion in the House. He said that the legislative bodies have every right to discuss on any issue including the ACB raids or CBI probe. He asked as to why the government has been ignoring its prime responsibility of being accountable to the people and to the House.

    At least now Chief Minister N Kiran Kumar Reddy should open his eyes and act responsibly, he said and advised the government to place the GOs and respect the august House. (INN)

    Prakash Goud for discussion on GHMC

    2012/2/10 13:51:40 Rajendranagar MLA and Shamshabad Power Sub-station Committee chairman Prakash Goud on Friday stated that he would raise the problems being faced by the people in the Greater Hyderabad Municipal Corporation limits in the ensuing state Assembly session.

    Talking to media persons after convening a review meeting on the problems being faced by farmers of Shamshabad, Malkapuram, Shapur and Gaganpahad mandals, Prakash Goud said that the goernment has totally failed to addressing the drinking water problem, traffic and drainage issues. He said the roads in the GHMC limits were in a pathetic condition and the maintenance of drainage system in the city has turned worst.

    In many places, the drinking water was contaminated as the drainage lines were laid alongside drinking water pipelines. He said that he would press for discussion on the major problems being faced by the people in the GHMC limits in the assembly and sought for allotment of sufficient funds to address these grievances.

    He also assured the farmers in the mandals that he would press for discussion on GO 111, which deprived them of benefits of high real estate prices. (INN)

    Damodar Reddy hopes for pro-Telangana decision from Cong HC

    2012/4/24 3:34:23 Hyderabad, April 24 (INN): Former minister R Damodar Reddy on Tuesday said that the Telangana Congress leaders would work unitedly to ensure victory of party candidate in the ensuing by-elections in Parakala Assembly constituency if the High Command announces a decision in favour of Telangana state.

    Talking to media persons at the Congress Legislature Party office, Damodar Reddy said that the Congress leaders from the region would shoulder the responsibility and work to ensure victory of ruling party's candidate in the ensuing by-elections. “This is right time for the high command to announce a favourable decision on Telangana demand before the issuing of by-election notification,” he said.

    Damodar Reddy hoped that the Congress Core Committee meeting would announce its decision in favour of separate statehood demand. He also said that the Telangana Rashtra Samithi would merge into Congress if the High Command takes a decision favouring Telangana. He recalled TRS chief K Chandrasekhar Rao’s earlier proposal of merging his party in the event of Congress announcing a decision in favour of bifurcation of the State.

    Hailing Telangana MPs stalling proceedings in the Parliament, he said that the MPs have been obstructing the House in order to fulfill the aspirations of region people. He condemned reports that appeared in a section of media that Telangana Congress Ministers and MLAs were not working for materializing Telangana in the Assembly. He said that the MLAs did not disrupt the Assembly proceedings as the Centre has to take a decision on Telangana Bill.
